Police say 2 shooters have killed 4, injured 8 on grounds of Washington Navy Yard

Police now believe two shooters, including one in fatigues, have killed four people and wounded eight others at the Washington Navy Yard on Monday, throwing the region into fear and chaos during the morning commute.

At least one of the shooters is “down,” police said mid-morning, but it was unclear whether that means the suspect has been arrested or shot. They said the other suspect remains at large, and police believe they have pinned down one between the third and fourth floors of one of the buildings on the installation in Southeast Washington.

Police on the scene said at least eight civilians were shot, along with the two police officers. One is a D.C. Metro Police officer who was shot twice in the leg and was evacuated on a helicopter that took off from a rooftop, police said. The other officer worked at the base. Except for the officer who was taken away by helicopter, all the other injured were being treated on the ground, police said.

Ed Buclatin, that public affairs chief for the Navy Installations Command tweeted “four killed and eight injured” at the Navy Yard.

A Navy Yard employee reached by telephone shortly before 10 a.m. said employees are still being told to shelter in place. She did not hear the shots, but described sirens, SWAT teams, Marines and a helicopter responding.

The U.S. Navy said that three shots were fired around 8:20 a.m. at the Naval Sea Systems Command Headquarters building, where about 3,000 people work.

In a number of tweets from the base, employees expressed their fright. One tweet said people were stuck on the fourth floor of the headquarters building, while the shooter was firing from the third floor. Others wrote of being incredulous that a shooter could get inside the building. Lots more...well, anywhere you want to look, but this is from http://www.washingtonpost.com/local/police-search-for-active-shooter-o

Latest local news here is 12 killed and three shooters - two wearing military-type clothes. One of the shooters is apparently dead, but no info on how.

http://wtop.com/?nid=209&sid=3453541&title=As-many-as-3-gunmen
-attack-Navy-Yard-6-dead

One of the shooters (the dead one) has been identified as 34-year-old Aaron Alexis of Fort Worth, Texas.

Quote:

Authorities are seeking two other people as "possible" gunmen, Metropolitan Police Department Chief Cathy Lanier said at an afternoon press conference. One was a white male between 40 and 50 years old, wearing a tan military-type uniform consistent with a Navy uniform, a beret hat and a handgun holster, Williams reported, who noted that many people are authorized to carry firearms at Navy Yard and that there is no hard evidence there is a second or a third shooter. He was last seen on surveillance about 8:30 a.m., Williams reported.

Lanier also said police were seeking a black man, between 40 and 50 years old, who was wearing olive drab and was armed with a "long gun," though she did not give any other details about the weapon. He was about 5-feet-10-inches tall and 180 pounds with medium complexion and graying sideburns.

The changing story of this event, as I've heard it reported...

Shooting at Naval facility in D.C.
Multiple shooters.
3 shooters.
4 dead, 1 shooter "down".
1 shooter "dead", 2 more at large.
1 shooter ID'd as 50 year old former chief petty officer.
6 dead, others wounded.
3rd suspect now cleared, "may " still be a 2nd shooter still at large.
11 dead, plus the shooter.
Previous ID of shooter now walked back.
Possible 2nd shooter still not found. May only be 1 shooter, after all.

No motive given as of yet.

* For the life of me, I'll never understand the reasoning of the journalistic practice of including the death of the perpetrator in these events as among the list of 'victims'.

They DID this. They are NOT a victim here, and should never be included in w/ the names of those lives they took.

You seriously can't be this stupid, can you ?

If he did what you're claiming, then it's because he knew only a few folks even HAD guns, and once they were taken care of ( killed ), he'd be free to roam and kill at his leisure.

Also, he may have had help on the inside, which only adds to the problem.

Had more folks had guns, more would be alive.

Apparently the dead shooter was actively involved in 9/11 rescues and has suffered "black-out" rage events and PTSD ever since.

I don't think the word "tragedy" is adequate here. I can't think of a word that is.

That's RIGHT! And they used a " long gun " , too. Not some snubbed nose 38 or a wicked cool glock of some sort, holding it sideways, all street like.

From the reports I heard, he started with a shotgun and killed armed guards (so there was someone with a gun on the premises), and used their weapons to shoot unarmed folk in the Atrium of the building.

So he eventually got a hold of assault weapons to kill and maim. This was a mentally unstable person who was all fired up after locking himself in a room playing Shooter's video games for hours on end. Much like the shooter in the Sandy Hook tragedy, a mentally disturbed person was able to obtain a gun (he bought it in Virginia) to go on a rampage.

We've come to find out that, in addition to his mental instability, he had run-ins with the law involving questionable and illegal gun use. Of course, we find this out after people are killed. If only there was a way we could find this out before a mentally ill person gets his hands on a gun and goes on a murderous shooting spree. What's that called again?

And no, it doesn't matter the skin color of the nut job indiscriminately firing off several rounds of bullets, picking off innocent souls.
Responsible gun owners, who are also NRA members, have stated that they support background checks for anyone buying a gun. This could have been prevented. Plus the Naval base needs to install metal detectors and search all non-military personnel entering the facility (he was a civilian contractor).

Another preventable tragedy.

Nope. The guns used were 1 shot gun and 2 pistols. No 'assault' weapons were used.

And there was ample evidence which should have kept this guy from getting high level security clearance. Far too much pass-the-buck going on in today's bureaucratic world in D.C.

* Report: Navy Yard Shooter Stole Firearms Used in Rampage

UPDATE: According to the FBI, Alexis did not use an AR-15 semi-automatic rifle but instead used a shotgun and two handguns. The shotgun was purchased legally in Virginia and then brought illegally into Washington D.C. It is still believed Alexis stole the handguns off of police officers at the scene.

A background check was performed when he bought his shotgun.

Didn't find out until just now that he bought his gun at a local gun range I have used. I know the guys there and have bought guns from them, and they are very careful to comply with all the laws relating to firearms sales. I'm sure they're having problems coming to terms with this right now.

Not sure why someone with at least two gun-related run-ins with the law, plus a history of psychiatric problems including calling the cops to report hearing voices, isn't on the NICS list. Apparently he was never charged with a felony, and the VA was constrained from reporting his mental issues.

There was bi-partisan support after Newtown for improvements in getting folks with mental issues on the list, but apparently no legislation.

So, the shooter, who had a free access pass to anywhere on the property, knew EXACTLY where to find the ones carrying the guns. The element of surprise was entirely on his side. Carrying a weapon doesn't mean you're invincible to others who also have a weapon, especially when they know their own intent, and others don't. Had others been able to carry their legal firearms, the shooter would have been at a decisive disadvantage, not knowing from where any armed response was coming. But he knew that was not the case here. Take out guard 1, take that gun, and pretty much the rest of the people in the area are sitting ducks.

A gun free zone with in another gun free zone is simply dumb and dumber.

Past time for President Clinton's ban of military installations as gun free zones to be repealed. Those who defend our country should be able to defend THEMSELVES.

Kind'a bothered by this.

There are multiple police jurisdictions and police forces in the District Of Columbia, including the Washington Metropolitan Police, The Park Police, the Capitol Police, etc.

Apparently, a four-man tactical squad of Capitol Police, with rifles and body armor, was on the scene of the shooting shortly after it began, but when they asked permission of their higher-ups to engage, they were told to leave the area. Per BBC, some of the deaths at the Navy Yard may have occurred after they were told to leave.

http://www.bbc.co.uk/news/world-us-canada-24163244

Now the Capitol police are primarily charged with protecting the Capitol Building and other offices used by the Congress, so I'm assuming that they were called off the Navy Yard because some supervisor thought it was more important that they be available for possible threats to Congressfolk rather than actual threats to mere government employees. Gives you sort of a warm and fuzzy feeling about your worth compared to a Congressperson, doesn't it?

The same firm, USIS did the background checks of Navy Yard shooter Aaron Alexis and NSA spy Edward Snowden.

"From Edward Snowden to Aaron Alexis, what's emerging is a pattern of failure on the part of this company, and a failure of this entire system, that risks nothing less than our national security and the lives of Americans," Senator Claire McCaskill said in a statement Thursday.

"What's most frightening is that USIS performs a majority of background checks for our government. We clearly need a top-to-bottom overhaul of how we vet those who have access to our country's secrets and to our secure facilities," she said.

McCaskill, who heads the Senate Subcommittee on Financial and Contracting Oversight, said USIS does about 65 percent of all background check investigations conducted by government contractors and more than half of those conducted by the OPM."

Good luck with that Claire! The Federal Government has over 4 million people with security clearances. You'd need an army of people to re-check current clearances; and btw, who's gonna check the checkers?
