As with certain other things in the world, often when holier-than-thou politicians can't get their way cause the public doesn't support their idiotic puritan whims, they either abuse the tax code or impose onerous restrictions to spit in the face of the public they serve to do it anyway.
Most "blue laws" and other related acts springing from that poisonous root also have this kind of flavor.

I prefer the Wine Brick.
During prohibition, Wine Bricks could be sold in hardware stores and the like - pretty much anywhere.
They were wrapped in cellophane or the equivalent of plastic for that era. On the label was a clear warning which went something like this: Absolutely DO NOT soak this brick in 1.2 gallons of distilled water for 5 hours or else it will become illegal contraband in violation of the Prohibition against Alcohol.
