Was this terrorist an immigrant, "refugee" Islamist? Or a home grown French native Islamist?

Terrorist was a 26-year-old French-Moroccan national, I think the French government had some deal with North Africa where former colonialism allowed people to kind of have some refuge sancturay status and claim French citizenship...I'm not sure I will have to speak with French people on this. I think back in the 1960s? think maybe started in Algeria? former colonial countries define citizenship rules as a kind of Empire inheritance based on “Jus sanguinis” Roman/Latin right of blood. A French parent can give citizenship to family, independently from the place the children are born, its not because they are born in former colonies, or are patriotic or speak French but because of a parent for example grandmother or granpa was a French man? if you could prove you had a great, great gran ma in say Quebec, Vietnam or Louisiana would you automatically get 'French' Citizenship or do you have to Apply and go through some legal loopholes?
