Trump should just write an executive order legalizing it on a Federal level and allowing every state to decide. He could also cut away all of the bullshit SJWisms that are in this bill that likely wouldn't pass in the house and almost certainly would never even be voted on in the current Senate.

That would bring his chances for re-election from 99% to 100% overnight and it would immediately kill the impeachment hearing.
