Can Germany Break Up With Russian Gas?
March 15, 2022, 12:35 p.m. ET

Germany is one of the world’s great trading nations. In 2019, it imported $1.2 trillion worth of goods from all over the world. Only about 2 percent of that total came from Russia. In fact, the Russian Federation, with roughly 144 million people, was only slightly more important in German trade than Ireland, with around five million people. Ordinarily, then, you wouldn’t expect a disruption of economic relations with Russia to have a big effect on the German economy.

Unfortunately, Russia is a key supplier of one good Germany will find it hard to replace: natural gas. Nearly all of Germany’s natural gas consumption is imported via pipelines, and about 55 percent of its gas comes from Russia.

This situation should never have been allowed to happen; successive U.S. administrations going all the way back to that of Ronald Reagan have warned Germany not to let itself become so dependent on a despotic regime. (I witnessed some of those discussions during my own brief stint in government, in 1982-83.) But here we are. And while democratic nations have imposed a wide range of economic sanctions on the Putin regime, restrictions on Russian gas sales remain conspicuously absent from the list.

Yet Russian atrocities — and, to be honest, the surprising incompetence of Russia’s vaunted military, as the expected blitzkrieg enters its 20th day of apparent stalemate — have been rapidly changing the political calculus of the West’s response. Three weeks ago, it seemed inconceivable that German politicians would be willing to impose any significant pain on their voters in response to Vladimir Putin’s aggression. Now there are serious discussions underway about whether and to what extent Germany can wean itself from Russian gas.

A small reduction in gas consumption shouldn’t be hard to achieve. Precisely because gas has been cheap, some of it is currently being burned in low-priority ways, easily discouraged with moderately higher prices and/or modest regulation. Large reductions, however, are another matter.

Put it this way: An important new study by a group of German economists (there are nine authors, so I’ll just refer to it as Bachmann et al.) estimates that eliminating gas imports from Russia would require cutting gas consumption by about 30 percent, to around 600 terawatt-hours from around 900 TWh. Why not 55 percent, the Russian share of German gas? Because Germany can probably get somewhat more gas from other sources and limit the use of gas for electricity generation by relying more on coal and nuclear power. (Yes, coal must be phased out to save us from climate catastrophe — but not in the middle of a war. It’s the St. Augustine principle: “Make me chaste, but not yet.”)

Even a 30 percent fall in consumption will, however, be hard to achieve on short notice. Cutting consumption from 900 to 800 TWh might not be that costly; the reduction from, say, 700 to 600 TWh would be a lot more painful.

The German economists focus on a key economic concept called the elasticity of substitution — roughly speaking, how much demand for natural gas falls off for every 1 percent rise in its price. If that elasticity is low, the amount Germans would be willing to pay for an extra bit of gas once consumption has already been substantially reduced is large, implying that the economic cost of further reductions is also large.

Unfortunately, empirical estimates suggest that the elasticity of substitution for natural gas is low, at least in the short run. It’s not zero: Given high gas prices, households will turn down their thermostats, consumers will stop buying goods whose production requires burning a lot of natural gas, and so on. Still, the best guess is that we’re talking about an elasticity of around 0.18, which in turn means (if I’m doing the arithmetic right) that the price of natural gas would have to rise by around 600 percent to c

We saw the pattern throughout the pandemic. “The narrative” was that COVID was serious, and so right-wing figures minimized the virus, claiming that it was like the common cold, or that it was merely the flu, or that it would claim only 500 or 5,000 lives.

“The narrative” claimed that masks could help limit the spread of the disease, so far-right figures mocked masks, sometimes even referring to them as “face diapers.”

Then as the narrative moved to full-throated support for vaccines, the same cohort held back. If “they” want me to take a vaccine, then something must be wrong.

Don’t mistake contrarianism for critical thinking. A true critical thinker holds all sides accountable for their mistakes. Those who underplayed the COVID threat would be rejected just as decisively (if not more, given the staggering toll in lives) as those who overplayed it. Those who said there were no contacts between Russians and the Trump campaign would be rejected just as decisively as those who said there was active collusion with the Russian government.

The critical thinker is universally skeptical. The contrarian commits two errors — he’s both excessively cynical and excessively credulous. He’s too quick to disbelieve one side and too quick to believe the opposite. For example, he’ll reject an avalanche of evidence of the safety and effectiveness of a vaccine while jumping quickly on fad treatments, like hydroxychloroquine or ivermectin. He’ll reject overwhelming proof that the January 6 insurrection was a Trumpist attack on the Capitol and respond immediately to speculation that the FBI or antifa instigated the riot.

The same people who were catastrophically wrong about the severity of COVID or the effectiveness of vaccines continue to enjoy an audience from the same people who demand rigorous and merciless accountability from their political opponents.

The pattern holds true across multiple fronts. The contrarians still love the voices who spread absurd misinformation about the 2020 election, in part because the rest of the media rejects them. And what does the Russian invasion teach us about the right? It’s that a similar percentage will resist “the narrative” even when the reality and the morality of the moment could not be more clear.

A campaign to force Vladimir Putin’s reported lover out of her luxury villa in Switzerland

A petition has been launched for the Swiss to deport former gymnast Alina Kabaeva, 38, describing her as an ‘accomplice of his regime’. Kabaeva, who received Russia’s highest state decoration from the president after winning an Olympic gold medal in 2004, is thought to have had four children with the 69-year-old. Kabaeva's children are Swiss citizens.

The traditionally neutral country, a favourite bolt-hole of the Russian elite, unexpectedly signed up to international sanctions against the Kremlin earlier this month.

As a Russian MP from 2007 to 2014, Kabaeva backed laws banning the adoption of Russian orphans in the US, said to have contributed to the deaths of a number of children who needed complex medical care.

She also voted for so-called ‘gay propaganda laws’ effectively banning public discussion or displays of LGBT relationships that could be seen by children.

Her current job as chair of the board of directors at National Media Group, a Kremlin-backing TV and newspaper giant, reportedly earns her £8 million a year.

Kabaeva left Russia when the Ukraine invasion began and has been staying in a ‘luxury and very private’ chalet in a remote part of Switzerland, according to various reports.

Putin revealed too much: ‘I have a private life in which I do not permit interference. It must be respected. I have always reacted negatively to those who with their snotty noses and erotic fantasies prowl into others’ lives.’

How Russia and Right-Wing Americans Converged on War in Ukraine

Some conservatives have echoed the Kremlin’s misleading claims about the war and vice versa, giving each other’s assertions a sheen of credibility.

After President Vladimir V. Putin of Russia claimed that action against Ukraine was taken in self-defense, the Fox News host Tucker Carlson and the conservative commentator Candace Owens repeated the assertion. When Mr. Putin insisted he was trying to “denazify” Ukraine, Joe Oltmann, a far-right podcaster, and Lara Logan, another right-wing commentator, mirrored the idea.

The echoing went the other way, too. Some far-right American news sites, like Infowars, stoked a longtime, unfounded Russian claim that the United States funded biological weapons labs in Ukraine. Russian officials seized on the chatter, with the Kremlin contending it had documentation of bioweapons programs that justified its “special military operation” in Ukraine.

As war has raged, the Kremlin’s talking points and some right-wing discourse in the United States — fueled by those on the far right — have coalesced. On social media, podcasts and television, falsehoods about the invasion of Ukraine have flowed both ways, with Americans amplifying lies from Russians and the Kremlin spreading fabrications that festered in American forums online.

By reinforcing and feeding each other’s messaging, some right-wing Americans have given credibility to Russia’s assertions and vice versa. Together, they have created an alternate reality, recasting the Western bloc of allies as provokers, blunderers and liars, which has bolstered Mr. Putin.

The war initially threw some conservatives — who had insisted no invasion would happen — for a loop. Many criticized Mr. Putin and Russia’s assault on Ukraine. Some have since gone on to urge more support for Ukraine.

But in recent days, several far-right commentators have again gravitated to narratives favorable to Mr. Putin’s cause. The main one has been the bioweapons conspiracy theory, which has provided a way to talk about the war while focusing criticism on President Biden and the U.S. government instead of Mr. Putin and the Kremlin.

“People are asking if the far right in the U.S. is influencing Russia or if Russia is influencing the far right, but the truth is they are influencing each other,” said Thomas Rid, a professor at Johns Hopkins University who studies Russian information warfare. “They are pushing the same narratives.”

“It serves them, and Russia, to muddy the waters and confuse Americans.”

The Curious Case of the Recovering Ruble

One thing Russia has managed to defend quite effectively is the value of its currency. The ruble plunged in the days after the Ukraine invasion, but it has since recovered almost all of its losses. How did that happen, and what does it mean?

Elvira Nabiullina, the governor of Russia’s central bank — a role equivalent to that of Jerome Powell at the Federal Reserve — is especially well regarded by her peers abroad.

Nabiullina and her colleagues pulled out all the stops to defend the ruble. They raised the key interest rate — more or less equivalent to the federal funds rate in the United States — from 9.5 to 20 percent, to induce people to keep their funds in Russia. They also imposed extensive controls to prevent capital flight: Russians have faced restrictions on moving their money into their foreign bank accounts, and foreign investors have been prohibited from exiting Russian stocks, and more.

Russia has imposed severe capital controls, but it has also sacrificed monetary independence, drastically raising interest rates in the face of a looming recession.

My guess is that the value of the ruble has become a crucial target not so much because it’s all important but because it’s so clearly visible.

Suppose that, as seems highly likely, Russia sees a huge surge in inflation and a plunge in gross domestic product in the months ahead. Will Putin’s government admit that these bad things are happening? Quite possibly not. Authoritarian regimes often try to suppress unfavorable economic data. Recently, for example, Turkey’s president, Recep Tayyip Erdogan, responded to reports of high inflation by sacking the head of his nation’s statistical agency.

If Russia’s economy deteriorates as badly as most expect in the near future, it seems all too likely that the nation’s muzzled media will simply deny that anything bad is happening. One thing they couldn’t deny, however, would be a drastically depreciated ruble. So defending the ruble, never mind the real economy, makes sense as a propaganda strategy.

A further thought: Among the people who might not be aware of deteriorating Russian economic conditions, as long as the ruble holds its value, might be Vladimir Putin himself. U.S. intelligence claims that Putin’s military advisers have been afraid to tell him how badly the war is going. Is there any reason to believe that his economic advisers will be any more courageous?

So Russia’s defense of the ruble, while impressive, isn’t a sign that the Putin regime is handling economic policy well. It reflects, instead, an odd choice of priorities, and may actually be a further sign of Russia’s policy dysfunction.

There would be no long, heroic stand by Ukrainian President Volodymyr Zelenskyy. He would have been dead a month ago. Trump holds a grudge. Zelenskyy didn’t announce an investigation of Joe Biden before the election, even when Trump held up needed defensive weapons for Ukraine to force it.

Fervent Trump supporters like Reps. Marjorie Taylor Greene and Madison Cawthorn haven’t forgotten. They call Zelenskyy a “thug” and “corrupt.” Trump, if still president, wouldn’t forget and wouldn’t coordinate massive arms shipments and sanctions to save Zelenskyy and thwart friend Putin.

There would be no Ukraine. Without the United States and a unified NATO providing the help to stall the invasion, Russia would have smashed into Kyiv and disposed of Zelenskyy, still with a terrible toll in Ukraine civilian deaths but with less delay against an outgunned Ukrainian military left without needed weapons.

Trump, though no longer president, still speaks out, claiming that he really won re-election and demonstrating how he would be responding to Putin if still in the White House.

Putin would of course be believed if he announced, “Yes, the Bidens accepted millions in bribes along with that thug Zelenskyy to set up a Nazi government and germ warfare labs in Ukraine.”

Well, U.S. intelligence agencies didn’t believe Putin’s claims that troops on Ukraine’s border weren’t going to invade. They wouldn’t believe he had turned truthful now after a life of lies.

But Trump would believe. He famously declared at a meeting with the Russian leader that he believed the word of Putin over findings of his own intelligence agencies.

If Putin did provide dirt helpful for Trump’s election in 2024, it would pretty much cinch that Trump, if president again, would approve Putin’s conquest of Ukraine and signal no concern over Putin’s desire to return other countries, Poland, Hungary and the Baltics, to their status in the old Soviet Union.

Fwiw, I think the biggest miscalculation Putin made, is that even before he decided to invade Ukraine and kill women and children, Russia was universally disliked and distrusted. World wide. What they SHOULD have done is direct the "war crimes" team already in Ukraine to the area and get a time of death. The days that the Russians left and the day the Ukies took over is separated by two days. A forensic investigator of an uncontaminated crime scene (bodies not moved) would've been definitive.

WASHINGTON, April 4 (Reuters) - The U.S. military is not in a position to independently confirm Ukrainian accounts of atrocities by Russian forces against civilians in the town of Bucha, but has no reason to dispute the accounts either, a senior U.S. defense official said on Monday.

"We're seeing the same imagery that you are. We have no reason whatsoever to refute the Ukrainian claims about these atrocities -- clearly, deeply, deeply troubling," the official said, speaking on condition of anonymity.

"The Pentagon can't independently and single handedly confirm that, but we're also not in any position to refute those claims."
