It turns out the date associated with the story is not Sep 2015 (the date of Auraptor's article) - the video is actually from an incident in 2014, over a year earlier.

Yes, this article raised some alarm bells, and piqued my interest, so I did some research and found some interesting things.

The first thing that struck me when I watched the video, is that it was very short, and there was no clear audio. Where did these reported 'facts' about the boys being 'Muslim' and haranguing the girl for dressing "like a whore", come from?

So as I say I looked into it. This is what I found:

1. The incident took place in Sep 2014 (or possibly earlier). It was covered in local news at the time. Strangely, right wing blogs didn't start reporting on it until over a year later.

2. The incident took place in IJmuiden, not Rotterdam, as was asserted by Auraptor's article.

3. There is no apparent evidence that the argument started because the boy told the girl that she was dressed "like a whore". In fact, rumours on social media at the time said that the argument was about a collision involving a scooter!

4. There is no apparent evidence that the boys in question are Muslim.

5. The boys in question were arrested, and were sentenced to community service for their crime, following the posting of the video on social media.


Conclusion:

It seems like here we have a case of right-wing media picking up a shocking video of a violent teen crime (that happened over a year earlier) and inventing a whole Muslim/refugee narrative around it, making up details about the boys' faith, why the argument started, and getting basic facts wrong (such as where the whole thing took place)...

But to be fair, Auraptor needs a chance to defend himself and his source - 'TopRightNews'. Auraptor, can you answer where your source got its information from about the boys being Muslim, and telling the girl that she dressed "like a whore"?
