Russian Prime Minister Dmitry Medvedev said the measures signed by Trump demonstrated the complete impotence of the US president, whom he said had been humiliated by Congress.

Senior Russian parliamentarian Konstantin Kosachev said that Mr Trump was "capitulating" by not standing up to Congress.

Mr Medvedev warned that new steps would follow aimed at removing President Trump - whom he described as a "non-systemic player" - from power. I would have used “confused, ill-informed player”, but whatever.

A specific provision

Three points to make:

1) The Scy Treasury SHALL ... The Scy Treasury is a Cabinet appointee, reporting to the President. And yet here is Congress, giving the Scy a direct order. Unconstitutional, in my view. I would look into challenging it.

2) Applies to persons in the USA, not just USA citizens. Impact discussed in a bit.

3) Affects loans for pipeline construction.

If you've been following the gas pipeline story ... and I know you haven't because you've been busy with phantom evidence about "RUSSIA!" .... EU anti-monopoly rules require that pipeline construction not be owned by the gas provider. So the Nord Stream 2 pipeline to Germany and Austria, is half owned by Uniper, Wintershall, Shell , OMV and Engie, and half owned by Gazprom.

Even where EU rules do NOT require it, TurkStream pipeline construction is being done by Swiss firm Allseas Group.

The funding is in place for the next 12-18 months or so, and other sanctions which MIGHT affect construction are optional, and analysts believe that Trump won't implement them. Germany and Austria have also given the big EFFU to USA sanctions, and so things will go on as before, at least for the next 12-18 months.

Once new loans are needed, MY GUESS is that investors will avoid the dollar (since loans based on the dollar always go through a USA bank for settlement, and this is prohibited by resolution). I imagine that banks like the AIIB or BRICS bank will be happy to settle loans made in yuan or other currency. I believe that the net effect of this resolution will force investors away from the dollar, which is an unintended and self-harming consequence.

Like vinyl records and popped collars, rows between the United States and Europe over Russian energy are making a comeback. In the early 1980s Ronald Reagan’s attempts to thwart a Soviet pipeline that would bring Siberian gas to Europe irritated the West Germans and drove the French to proclaim the end of the transatlantic alliance. The cast of characters has shifted a little today, but many of the arguments are the same. In Nord Stream 2 (NS2), a proposed Russian gas pipeline, Germany sees a respectable project that will cut energy costs and lock in secure supplies. American politicians (and the ex-communist countries of eastern Europe) detect a Kremlin plot to deepen Europe’s addiction to cheap Russian gas. They decry German spinelessness.

NS2, which its backers hope will come online at the end of 2019, would supply gas directly from Russia’s Baltic coast to the German port of Greifswald, doubling the capacity of Nord Stream 1, an existing line. Its defenders, including a consortium of five European firms that will cover half its cost of €9.5bn ($10.6bn), say that it will help plug a projected gap between Europe’s stable demand for gas and declining production in the Netherlands and North Sea. Germany’s government, especially the Social Democratic Party (SPD), the junior coalition partner, shares this view. (Gerhard Schröder, a former SPD chancellor of Germany, chairs NS2’s board.) Some Germans quietly hope that NS2 could transform their country into a European energy hub.

Such arguments strike sceptics—countries like Poland and the Baltic states, energy experts at the European Commission, foreign-policy hawks and a handful of German renegades—as myopic. NS2, they say, might lower fees for Germans but raises them for eastern Europeans further down the chain. It undermines the European Union’s stated aim to diversify its sources of energy (Russia accounts for 34% of the EU’s overall gas market, but far more in some countries). It allows Gazprom, the Kremlin-backed energy giant, to bypass existing pipelines in Ukraine, depriving the Ukrainians of lucrative transit fees. By squeezing existing supply routes, NS2 might also leave Ukraine obliged to negotiate cap-in-hand with its arch-enemy (Kiev has not imported gas directly from Gazprom since 2015). Gazprom has proved willing to wage energy wars before. Why contribute to its arsenal?

To this fiery brew has now been added America’s toxic Russia politics. Earlier this month the Senate passed a bipartisan bill that would, among other things, allow the Treasury to slap sanctions on foreign companies that invest in Russian pipelines. (The bill is not yet law: it awaits debate in the House of Representatives, and Donald Trump has yet to opine on its merits.) The move spooked Europe’s firms and enraged some of its politicians. “Europe’s energy supply is Europe’s business, not that of the United States of America,” thundered Germany’s foreign minister, Sigmar Gabriel, and Austria’s chancellor, Christian Kern, in a joint statement. The pair were particularly incensed that the bill included a call to increase American exports of liquefied natural gas, implying that blocking Russian gas was partly an effort to help American energy companies. The Empire of Whiners simply can't get enough when it comes to huff, puff and pout as the Empire of Sanctions.

With an Orwellian 99% majority that would delight the Kim dynasty in North Korea, the "representative democracy" Capitol Hill has bulldozed its latest House/Senate sanctions package, aimed mostly at Russia, but also targeting Iran and North Korea.

The White House's announcement - late Friday afternoon in the middle of summer - that President Trump has approved and will sign the bill was literally buried in the news cycle amidst the proverbial 24/7 Russia-gate related hysteria.

Trump will be required to justify to Congress, in writing, any initiative to ease sanctions on Russia. And Congress is entitled to launch an automatic review of any such initiative.

Translation; the death knell of any possibility for the White House to reset relations with Russia. Congress in fact is just ratifying the ongoing Russia demonization campaign orchestrated by the neocon and neoliberalcon deep state/War Party establishment.

Economic war has been declared against Russia for at least three years now. The difference is this latest package also declares economic war against Europe, especially Germany.

That centers on the energy front, by demonizing the implementation of the Nord Stream 2 gas pipeline and forcing the EU to buy US natural gas.

Make no mistake; the EU leadership will counterpunch. Jean-Claude Juncker, president of the European Commission (EC), put it mildly when he said, "America first cannot mean that Europe's interests come last."

On the Russia front, what the Empire of Sanctions faces does not even qualify as a hollow victory. Kommersant has reported that Moscow, among other actions, will retaliate by banning all American IT companies and all US agricultural products from the Russian market, as well as exporting titanium to Boeing (30% of which comes from Russia).

On the Russia-China strategic partnership front, trying to restrict Russia-EU energy deals will only allow more currency swaps between the ruble and the yuan; a key plank of the post-US dollar multipolar world.

And then there's the possible, major game-changer; the German front.
The Fools on the Hill

Even without considering the stellar historical record of Washington not only meddling but bombing and regime-changing vast swathes of the planet — from Iraq and Libya to the current threats against Iran, Venezuela and North Korea — the Russia-gate hysteria about meddling in the 2016 US presidential election is a non-story, by now thoroughly debunked.

The heart of the matter is, once again, energy wars.

According to a Middle East-based US energy source not hostage to the Beltway consensus, "the message in these sanctions is the EU has no future unless it buys US natural gas to cut out Russia. To deny Russia the natural gas market of the EU was the goal behind the just lost war in Syria to put the Qatar-Saudi Arabia-Syria-Turkey-EU pipeline in and the opening to Iran for an Iran-Iraq-Syria-Turkey-EU pipeline. None of these plans worked."

The source adds as evidence the 2014 oil price war against Russia, orchestrated by "the dumping of Gulf States' surplus oil or reserve capacity on the world market. Since this has failed to bring Russia to its knees, the destruction of the Russian natural gas market in the EU has become a national priority for the United States."

As it stands, 30% of all EU oil and natural gas imports come from Russia. In parallel, the Russia-China energy partnership is being progressively enhanced. Russia is already geared to increase oil and gas exports to China and Asia as a whole.

The leadership in Berlin is now convinced that Washington is jeopardizing Germany's energy diversification/energy security via the sanctions war. Russian natural gas and oil is secured by overland routes and is not dependent on the oceans, which, as the energy source stresses, "are no longer under United States control. If Russia in response to United States belligerency drops an Iron Curtain over Europe, and redirects all its natural gas and oil exports to China and Asia, Europe will be utterly dependent on largely insecure sources of natural gas and oil such as the Middle East and Africa."

And that bring us to the "nuclear" possibility in the horizon; a Germany-Russia alignment in a Reinsurance Treaty, as first established by Bismarck. CIA-related US Think Tankland is now actively discussing the possibility.

Another US business/political source, also a practitioner of thinking outside the (Beltway) box, stresses, "this is what it's all about. That is the true goal of Russia, and the United States has fallen into the trap. The United States has had enough of Germany and what it considers dumping of German products on the United States through rigged currency. They are now threatening Germany with sanctions, and there is nothing Germany can do with the EU on their back facing vetoes from Poland, who is giving them trouble once again. The fools in Congress are really going after Germany, and throwing Germany in the arms of Russia."
The US as the New Carthage

A possible Germany-Russia alliance, as I've written before, rounds up the China/Russia/Germany entente capable of reorganizing the entire Eurasian land mass.

The Russia-China strategic partnership is extremely attractive to German business, as it smoothes access via the Belt and Road Initiative (BRI). According to the business/political source,

"the US is at war with China and Russia (but not Trump, our President) and Germany is having second thoughts about being nuclear cannon fodder for the US.

I have discussed this in Germany, and they are thinking of renewing the Reinsurance Treaty with Russia.

No one trusts this US Congress; it is considered a lunatic asylum. Merkel may be asked to leave for the leadership of the UN, and then the treaty would be signed. It will shake the world and end any thought of the United States being a global power, which it isn't anymore."


The source adds, half in jest, "we think that Brzezinski died under the pressure of the realization that this was coming and that all his hatred of Russia and his life work to destroy them was becoming utterly undone."

So, in a sense, it's "welcome to the 1930s all over again and the rise of nationalism in Europe. This time Germany will not make the mistakes of 1914 and 1941 but will stand against their traditional Anglo-Saxon enemies. The United States has truly become today's Carthage and the disorder in Congress reflects the same stupidity of Carthage facing Rome. Legislators undermined their genius Hannibal as they are undermining the greatest president of the United States since Andrew Jackson. As Sophocles wrote in 'Antigone', 'God first makes mad those he wishes to destroy.' This Congress is mad."

I would just like to point out that Congress and most of our recent Presidents huff, puff, threaten, sanction, and bully their way thru foreign policy. That's our "go-to" response to N Korea, Russia, Iran, Venezuela, Syria, and anyone else we don't "like". We always play a "zero-sum" game, where somebody has to be the "loser" in order for us to be the "winner".

In any case, there's more going on behind the scenes. There was the anti-ruble speculation, which failed. There was the oil war against Russia, which may have hurt the Saudis and Venezuela more than anyone. The destruction of Libya and Iraq was due to their threatened use of something other than the petrodollar, Iran faces the same displeasure.

The war in Syria was often interpreted by Pepe Escobar as the war to dominate "pipelinistan", since Iraq and Syria are the natural transits for a Qatar/ Iran natgas pipeline.

One can interpret the sturm und drang of much of the mideast as centered on the petrodollar and energy-dominance.

The war in Syria will be over by the end of the year, if current trajectory continues. Behind the anti-Assad excuse, behind Saudi-funded jihadism, behind the sectarian violence is a real energy war. The Saudis desperately depend on their oil reserves and their stash of Treasuries as the underpinning of their economy. If either of those fail, they're hosed.

It is feared by western energy strategists that a Qatari-Iranian-Russian natgas cartel might displace OPEC AND the petrodollar, hence the frantic drive to block any potential pipeline routes thru Syria which are not controlled by the USA. But in a frantic effort to force nations to do USA bidding (invasion of Syria, attempted coup in Turkey, Gulf States sanction against Qatar) it looks like the USA and Saudi Arabia have merely thrown these nations towards Russia. The same might be said of our sanctions against Nord Stream-2 and Germany.

Our heavy-handed and short-sighted approach smacks of desperation. If the petrodollar fails, this is existential for both us and the Saudis. I'm trying to imagine what our strategists think might even be a reasonable path forward, and not coming up with anything. More military intervention? But where? I'll need to look at a map with that in mind.

Anyway, I'll be too busy to do much around these parts, I just wanted to toss this out for your consideration.

Merkel Threatens To Punish Trump Over Russia Sanctions

German Chancellor Angela Merkel has threatened to punish the Trump administration over their ‘illegal’ sanctions against Russia.

Germany has urged European Union ministers to consider harsh sanctions against the United States for violating international law following penalties imposed against Moscow.

Rt.com reports: “We consider this as being against international law, plain and simple,” Brigitte Zypries told the Funke Mediengruppe newspaper chain.

“Of course we don’t want a trade war. But it is important the European Commission now looks into countermeasures,” she added.

According to the minister, “the Americans can not punish German companies because they operate economically in another country.”

Russia To Cut Dependence On U.S. Dollar, Payment Systems

Russia will speed up work on reducing its dependence on U.S. payment systems and the dollar as a settling currency in response to U.S. sanctions, Deputy Foreign Minister Sergei Ryabkov said on Monday.

Quoted by Reuters, Ryabkov said that "we will of course intensify work related to import substitution, reduction of dependence on U.S. payment systems, on the dollar as a settling currency and so on. It is becoming a vital need." The reason for that is that "the US is using its dominating role in the monetary and financial system to impose pressure on foreign business, including Russian companies.”

As a reminder, three years ago the MasterCard payment system stopped serving clients of seven Russian banks without warning after Washington imposed its first set of sanctions on Moscow in 2014. In response, the Russian government ordered the creation of a national payment system. With the support of the country's banking system, the Mir charge card was introduced in 2015, although there is no information on what its adoption rate has been in the following years.

As we discussed previously, as part of the latest set of Russian sanctions the US has imposed new restrictions on the Russian banking and energy sectors: the ban targets already sanctioned Russian firms, limiting the financing period for them to 14 and 60 days. US energy companies criticized the tightening of already existing sanctions as damaging for business. At the same time, the European Union expressed concerns the new penalties may undermine the bloc’s energy security. European Commission head Jean-Claude Juncker pledged to prepare an “adequate” response and “within days” if the measure hurt the interests of European companies. So far Europe has to elaborate on what, if any, retaliation to the sanctions it will unveil.

Indonesia Will Barter Coffee, Tea And Palm Oil For Russian Fighter Jets

On Monday Russia warned that it would begin aggressively reducing its dependence on the US Dollar and US-based payment systems, and shortly after it confirmed just that when Indonesia announced that it will barter coffee, palm oil, tea and various other commodities in exchange for 11 Russian-made Su-35 fighter jets, calling U.S. and European sanctions against Russia "an opportunity to boost the Southeast Asian nation's trade."

The Indonesian Ministry of Trade said that a memorandum of understanding for the barter was signed Aug. 4 in Moscow between Russia's Rostec and PT. Perusahaan Perdagangan Indonesia, both state-owned companies. “This barter under the supervision of both governments hopefully will soon be realized through the exchange of 11 Sukhoi Su-35s and a number of Indonesian exports, starting from coffee and tea to palm oil and strategic defense products,” Indonesian Trade Minister Enggartiasto Lukita said on Monday, as quoted by Reuters.

The trade minister also said that in exchange for the Su-35 jets, Indonesia would provide coffee, tea, palm oil and defense equipment. No value for the barter was announced according to Bloomberg, which added that Indonesia already operates 16 Sukhoi jets, making its first purchase in 2003 while the country was subject to a U.S. embargo on arms sales due to the military's human rights abuses.

In what may be the first of many such barter deals, the Russian state-run corporation Rostec said it is committed to implement the terms of a counter trade program. At the same time, the Russian corporation reserves the option to choose which goods it receives in trade from Indonesia as well as the right to pick trade partners and producers for cooperation under the agreement.
