Section 32101 of the FAST Act required the US State Department to revoke or deny the passport of any taxpayer that the IRS deems to have “seriously delinquent tax debt.”

Sec. 32101. Revocation or denial of passport in case of certain unpaid taxes.
Subtitle A—Tax Provisions
SEC. 32101. REVOCATION OR DENIAL OF PASSPORT IN CASE OF CERTAIN UNPAID TAXES.
(a) IN GENERAL.
—Subchapter D of chapter 75 of the Internal Revenue Code of 1986 is amended by adding at the end the following new section:
SEC. 7345. REVOCATION OR DENIAL OF PASSPORT IN CASE OF CERTAIN TAX DELINQUENCIES.
(a) IN GENERAL.
—If the Secretary receives certification by the Commissioner of Internal Revenue that an individual has a seriously delinquent tax debt, the Secretary shall transmit such certification to the Secretary of State for action with respect to denial, revocation, or limitation of a passport pursuant to section 32101 of the FAST Act.
(b) SERIOUSLY DELINQUENT TAX DEBT..
— (1) IN GENERAL.
—For purposes of this section, the term ‘seriously delinquent tax debt’ means an unpaid, legally enforceable Federal tax liability of an individual—
(A) which has been assessed,

(B) which is greater than $50,000, and
(C) with respect to which—
(i) a notice of lien has been filed pursuant to
section 6323 and the administrative rights under section 6320 with respect to such filing have been
exhausted or have lapsed, or
(ii) a levy is made pursuant to section 6331.
(2) EXCEPTIONS.
—Such term shall not include—
(A) a debt that is being paid in a timely manner
pursuant to an agreement to which the individual is party
under section 6159 or 7122, and
(B) a debt with respect to which collection is suspended with respect to the individual—
(i) because a due process hearing under section 6330 is requested or pending, or
(ii) because an election under subsection (b) or
(c) of section 6015 is made or relief under subsection
(f) of such section is requested.

Could you explain how the revocation of your passport is equivalent to losing your citizenship rights?

I'm almost 40 years old and I've never even gotten a passport. I've never tied having a passport to being a citizen, at least in my mind. I guess I'd be more concerned if they took your Social Security card away and denied you retirement benefits, but that would also mean that they couldn't collect SS taxes from you either, so that wouldn't happen.

Maybe you mean that getting and maintaining a working passport is a right as a citizen, and you could lose that right for a seriously delinquent tax debt?

You can't leave the country without a passport, so you're essentially 'incarcerated' within the borders. And, the way the bill is written, presumably your passport could also be revoked while you're outside US borders, and you wouldn't be able to return either. Isn't it the right of a free citizen not charged with any crime in a free country to travel freely?

SECOND is a troll because it constantly misrepresents what people post, fails to address their actual positions, and resorts to personal attacks when its brain isn't working (which is most of the time).

I could see how this could be a problem for some people. I guess it would just never have been on my radar since I probably won't ever leave the country willingly and I know better than to screw with the IRS.

I'm glad that hospital bill debt isn't included in this though. I don't ever intend to pay back any hospital debt that I might incur late in life. They're going to eat that.

When I lived literally 5 miles from the Canadian border, I would bike over from time to time, because the streets and parks on that side were just phenomenal to ride. The US side waved me through, the RCMP said 'have a nice day, eh'. No passport needed. Those were the days.
