For the vast majority of instances, "education" is the excuse given, but the actual cause is Union Pay Raises for incompetent teachers. This is often disguised by neglected buildings maintenance, expansion, other failed budgeting in lieu of wasting more funds on teachers instead of having a simple balanced Budget. I don't believe it is actually "education" but just more wasted cash funneled to Unions.

Pennsylvania's 18 seats likely to either stay 13-5 ratio for GOP, or change to 11-7. Got it.
