The government is cheap and lazy about enforcing the laws consistently and uniformly. The classic example is law about income tax. The IRS pretends everybody correctly calculates what they owe and sends it in. The IRS doesn't audit except erratically and capriciously because auditing is expensive. The states do not fall for the Federal government's nonsense of letting everybody calculate what is right and wrong. The states calculate for real estate taxes what you owe and sends you a bill. Enforcement is simple, too. If you don't pay, your property is sold after a delay of years and years. The long delays are because state government is lazy and quick enforcement is expensive. If you are not elite, it is probably because you don't understand what is obviously happening about law enforcement. There really are not two systems, one where the elite are above the law and another for everybody else. There is only one system, but the elite understand how to dodge it and the non-elite don't because they aren't paying sufficient attention to details.
