BRUSSELS — Russia warned Finland and Sweden on Thursday that if they join NATO, Moscow will reinforce the Baltic Sea region, including with nuclear weapons.
The threat came a day after Finnish officials suggested that their country could request to join the 30-member military alliance within weeks and as Sweden mulled making a similar move.

Finland moves closer to joining NATO
Helsinki and Stockholm are officially nonaligned militarily, but they are reconsidering their status in light of Russia’s invasion of Ukraine — leading to escalated warnings from Russia.
Dmitry Medvedev, an ally of Russian President Vladimir Putin who serves as deputy chairman of Russia’s Security Council, said Thursday that NATO expansion would lead Moscow to strengthen air, land and naval forces to “balance” military capability in the region.
“If Sweden and Finland join NATO, the length of the land borders of the alliance with the Russian Federation will more than double. Naturally, these boundaries will have to be strengthened,” he wrote on Telegram.

As Russian President Vladimir Putin readies a new offensive in his stalled war with Ukraine, strategists still talk of some form of Ukraine’s “Finlandization”—a kind of cowed neutrality—as a possible negotiated solution. But Finland itself may be about to tilt the balance dramatically the other way.

For Russia — which, for most of the past century, has pressured Finland into taking a nonthreatening posture — no outcome could be more devastating, except perhaps the very defeat in Ukraine Putin is now trying to avoid, experts said. Helsinki sits less than 200 miles from Putin’s hometown of St. Petersburg, and Finland’s NATO membership would deliver “poetic justice” to him if this whole conflict “allegedly was about preventing Ukraine from joining NATO and shutting NATO’s open-door policy,” Monaghan said.

“It pushes him further into a corner,” said James Dobbins, a former senior U.S. diplomat now at the Rand Corporation. “If he wins in Ukraine but loses Finland, he comes out of this without having gained much. If he loses both, which is more likely, then he’s compounded his problem and the sort of nightmare scenario of an overriding NATO right on Russia’s border.” Finland’s 830-mile border with Russia would double NATO’s border against Moscow, amounting to the longest potential front between the European Union and Russia. “It’s a new problem not just in a military sense but in a cultural and economic sense,” Dobbins said.

Provoking the “self-encirclement” of his country is a catastrophic strategic error, wrote Aaron Friedberg, a former senior U.S. official and scholar at Princeton University, in an email. The entry of Finland and Sweden into NATO “would be at least as important as the shifts in Germany and maybe more so,” Friedberg wrote, referring to Berlin’s new willingness to arm up against Russia.

“Finland and Sweden won’t just be free riders, but will add materially to NATO’s combat power,” he wrote, adding that these decisions are very unlikely to be reversed. “They will mark a permanent change — one that the Russians have tried for years to prevent.”

If it joins NATO, Finland could also opt to go the way of Norway, which—although it was a founding member of NATO—has sought to placate Moscow by not allowing foreign military bases and nuclear weapons as well as placing limitations on NATO exercises. Even so, Norway has begun taking part in NATO defense measures to a much greater degree in recent years.

A senior Finnish official told Foreign Policy that the “Norway model” was being considered. Finland, whose long history in standing off Moscow’s aggression includes its successful defense against a Soviet invasion during World War II, has seen to its own defense for decades, including compulsory conscription.

“We’re not in desperate need of foreign bases because we have our own,” said the Finnish official, speaking on condition of anonymity. “Our military is one of the strongest in Europe in numbers and weapons.” Although Finland’s military is smaller than major NATO nations—such as Britain, France, and Germany—its longtime lone preparedness against Russian aggression has made it one of the most formidable in terms of artillery firepower, airspace surveillance, and cyber and missile readiness. The Finnish military can “swiftly mobilize” 280,000 troops, the official said, “with a maximum of 900,000.” Finland, despite having a population of 5.6 million people that is dwarfed by Germany, even possesses more battle tanks than Berlin. It also deploys an air force of 64 F-18s armed with highly sophisticated U.S.-supplied “smart” missiles and has ordered 64 more new F-35s, with deliveries scheduled to start in 2026, according to Finland’s official figures.

I already know how Russia will handle nuking Kyiv -- Russia will firmly claim that Ukraine did not keep its treaty obligation to remove all nukes from Ukraine. Unfortunately, there were accidental explosions in the storage facilities that just happened to be beneath the most important government buildings in Kyiv. Russia had nothing to do with these explosions and to say otherwise is to slander the great nation of Russia.

See how easy it is to turn blame away from Russia and place it where it belongs -- on the foolish Nazis in Ukraine who would store atom bombs underneath their own Capital.

In war, assassination of heads of state has been exceedingly rare. Obviously, any visit by an American dignitary would be wrapped in the utmost secrecy and security. But suppose that Russian intelligence assessed that there was a probability of a Biden visit at a certain time and date. Given the huge losses Russian forces have suffered and the Moskva debacle, how might former KGB Lt. Col. Putin evaluate his options?

Unlike America’s SEAL Team Six that dispatched Osama bin Laden in 2011, Putin does not have that option. Hence, the only certain, or near certain, means to ensure elimination of the presidents could be through a nuclear attack obliterating Kyiv and killing possibly hundreds of thousands of people. In Putin’s mind, could such a barbarically stunning act so paralyze any U.S. and NATO response and force a victory in Ukraine, however defined and regardless of whether Biden were there?

Dangerous in the extreme, such a decision could provoke a thermonuclear war. One of the more frightening aspects of this ghastly invasion is that this scenario is no longer confined to fiction or Hollywood action films. And a further nagging problem for President Biden is that if he does not go to Kyiv and there was serious speculation he might, clearly his adversaries and critics would challenge his courage.

Ukrainian president Volodymyr Zelenskiy has urged US president Joe Biden to visit Ukraine during an extended interview with CNN broadcast on Sunday.

The Ukrainian president also reiterated fears that Russian forces could deploy tactical nuclear weapons in Ukraine. Zelenskiy failed to note that the best day for Russia to nuke Kyiv is a day Biden visits, killing two Presidents with one nuke, decapitating NATO and Ukraine at the same instant.

And you know she will make excuses for Putin doing that. She already has. If Putin does use nukes, it is additional proof that even with overwhelming numbers of weapons and troops, he cannot win against a much smaller and more capable fighting force. The Russian army is a joke, and the world has witnessed this. As much as he would like, no way Putin can put the Jennie back in the bottle.

The chain of command for a potential Russian nuclear strike

President Vladimir Putin has once again promoted Russia’s nuclear might against the backdrop of the Ukraine conflict, saying on Wednesday that a new ballistic missile system should make Moscow’s enemies stop and think.

Announcing Russia’s invasion of Ukraine eight weeks ago, Putin warned the West that any attempt to get in its way “will lead you to such consequences that you have never encountered in your history”. Days later, he ordered Russia’s nuclear forces to be put on high alert.

United Nations Secretary-General Antonio Guterres said last month that “the prospect of nuclear conflict, once unthinkable, is now back within the realm of possibility.”

Here is how Russia’s chain of command would work in the event of a nuclear weapon launch.

Who decides to launch Russian nuclear weapons?

A small briefcase, known as the Cheget, is kept close to the president at all times, linking him to the command and control network of Russia’s strategic nuclear forces.

The Cheget does not contain a nuclear launch button but rather transmits launch orders to the central military command – the General Staff.

If Putin gives the nuclear order, what happens?

The Russian General Staff has access to the launch codes and has two methods of launching nuclear warheads.

It can send authorisation codes to individual weapons commanders, who then execute the launch procedures.

There is also a back-up system, known as Perimetr, which allows the General Staff to initiate the launch of land-based missiles directly, bypassing all the immediate command posts.

Did Putin’s ‘high alert’ order make a launch more likely?

After Putin said on February 27 that Russia’s deterrence forces – which include nuclear weapons – should be put on high alert, the defence ministry said the Strategic Missile Forces, the Northern and Pacific Fleets, and the Long-Range Aviation Command had been placed on “enhanced” combat duty, with reinforced personnel.

The term enhanced, or special, combat duty does not appear in Russia’s nuclear doctrine, leaving military experts puzzled over what it might mean.

Pavel Podvig, a senior researcher at the United Nations Institute for Disarmament Research in Geneva, said on Twitter that the order might have activated Russia’s nuclear command and control system, essentially opening communication channels for any eventual launch order.

Alternatively, he said, it might just mean the Russians had expanded the staff at their nuclear facilities.

Does Russia have rules on using nuclear weapons?

The 2020 doctrine presents four scenarios that might justify the use of Russian nuclear weapons:

– the use of nuclear weapons or weapons of mass destruction against Russia or its allies;

– data showing the launch of ballistic missiles aimed at Russia or its allies;

– an attack on critical government or military sites that would undermine the ability of Russia’s nuclear forces to respond to threats;

– the use of conventional weapons against Russia “when the very existence of the state is in jeopardy”.

What nuclear capabilities does Russia have?

The Federation of American Scientists estimates that Russia has 5,977 nuclear warheads, more than any other country. Of these, 1,588 are deployed and ready for use. Its missiles can be fired from land, by submarines and by airplanes.

Putin oversaw a coordinated test of Russia’s nuclear forces on February 19. On April 20, he was shown on TV being told by the military that the intercontinental ballistic missile Sarmat, which has been under development for years, had been successfully test-launched for the first time. Russia’s nuclear forces will start taking delivery of the new missile “in the autumn of this year”, Tass news agency quoted a senior official as saying on Wednesday.

The United States, for its part, last month postponed a routine test launch of its Minuteman ballistic missile in an apparent effort to lower tensions with Russia.

Has Russia ever used a nuclear weapon in war?

No. To date, the only use of nuclear weapons during conflict was in 1945, at the end of World War II, when the United States dropped atomic bombs on the Japanese cities of Hiroshima and Nagasaki.

A panel of Russian analysts on the state-run TV channel Russia-1 spoke about the Russian military test-firing a nuclear-capable missile and how it could damage areas in the U.S., such as New York City.

Russian state TV hosts and panelists giggled uncontrollably while discussing nuclear strikes against the continental territory of the United States. Can you imagine any of our prominent media anchors laughing at the idea of destroying cities?

Why are Russians talking about nuking the USA? Because Russians are told they have two choices: Win this war or be destroyed. Aleksey Zhuravlyov, a member of the lower house of the Russian parliament, put a Kremlin spin on the war in Ukraine for the millions of viewers of an influential Russian talk show. Russia wasn’t really fighting Ukraine or Ukrainians; the real enemy was the American-led Western bloc. “We need to introduce a new term,” Zhuravlyov said. “Biden’s war.”

Given that Russia’s nuclear arsenal is capable of destroying humanity, it is bad news for everyone on the planet when Russians ask, as Putin once put it: “Why do we need the world if there is no Russia in it?”

The threat of nuclear war gives Putin license to kill

History isn’t short of people to blame. You could say of the present world crisis that it was former president Barack Obama’s fault for not getting tougher with Russian president Vladimir Putin in Syria. You could blame former president Donald Trump for giving Putin a sense of entitlement and for undermining NATO, seeing it as a financial play. You could blame former German chancellor Angela Merkel for encouraging Russian gas imports, shutting out the nuclear energy option.

You could, of course, blame President Biden for explicitly telling Putin, and the world, what the United States wouldn’t do if he invaded Ukraine. And you could blame Biden and NATO for dribbling vital military aid to Ukraine over the first devastating months of the Russian invasion.

If you want to continue, you could blame the world’s military strategists for believing that Russia, after the fall of communism, had changed. You could, perhaps, blame NATO itself, for expanding its reach to the former Soviet republics of Estonia, Lithuania and Latvia.

Putin is unequivocally the one to blame. He is the one who wants to remake Russia in the image of the imperial tsars. It is a flawed scheme but a real one.

As the world grapples with the reality of Putin, the past informs but it doesn’t instruct. If NATO were to engage Russia with conventional forces, it would triumph. That is one lesson of Ukraine. Russian military forces are woefully inefficient, even incompetent.

Would it were that simple.

The beast in the room, the feared monster, the threat that hangs over the whole world is nuclear war. It is the clear-and-present danger. It shapes our handling of Russia and will shape our response to China, if and when it invades Taiwan.

Nuclear war avoidance is again dominating the world in ways we had nearly forgotten. Will Russia — a caged, fierce bear — resort to nuclear, and how much nuclear to what effect against which targets?


The United States and the Soviet Union reached a modus vivendi: mutual assured destruction (MAD), which kept the peace even as nuclear armaments proliferated and stockpiles grew exponentially. Is that still the option? Is MAD — so long after the collapse of the Soviet Union — still the underlying realpolitik, the restraining factor between nuclear powers?

Does that mean that anyone with nuclear weapons can wage conventional warfare in the belief that they won’t face NATO or any other serious restraining military action because they can unleash terrifying global destruction?

Or is there, as some believe, the prospect of limited nuclear engagement, using area tactical nuclear weapons? This has never been tested. There hasn’t been a limited nuclear ground war. Could it be contained? Should it be contemplated outside the deeper reaches of the defense establishment?

But it is what keeps the leaders of Europe, the United States and Canada awake nights. If you favor limited nuclear war, just look to the effects of a nuclear disaster, Chernobyl, and start multiplying.

It is the unthinkable scenario that must be thought about. It is the reality that holds back NATO and makes the West a spectator to the carnage in Ukraine.

Russia isn’t a rich country. It has a large, poorly trained and equipped military. But it bristles with nuclear weapons aimed at North American and European cities. Its ability to threaten us with nuclear horror changes the balance between nations: an indelible change to future foreign policy.

In the short term, when contemplating the return of MAD in international relations, the question is: How mad — as in insane — is Putin, and how ready is Biden?

The pieces on the world chess board have moved and they won’t be moved back. The intelligentsia has yet to grasp the extent to which Ukraine has changed the world — and made it a more dangerous place. They need to catch up fast.

Russia’s top diplomat warned Ukraine against provoking World War III and said the threat of a nuclear conflict “should not be underestimated” as his country unleashed attacks against rail and fuel installations far from the front lines of Moscow’s new eastern offensive.

“Everyone is reciting incantations that in no case can we allow World War III,” Russian Foreign Minister Sergei Lavrov said in a Russian television interview, according to a transcript on the Russian Foreign Ministry’s website.

Lavrov said he would not want to see risks of a nuclear confrontation “artificially inflated now, when the risks are rather significant.”

“The danger is serious,” he said. “It is real. It should not be underestimated.”

Ukrainian Foreign Minister Dmytro Kuleba said on Twitter that Lavrov’s comments underscore Ukraine’s need for Western help: “Russia loses last hope to scare the world off supporting Ukraine. Thus the talk of a ‘real’ danger of WWIII. This only means Moscow senses defeat in Ukraine.”

Russia’s top diplomat said the West was engaged in a proxy war with his country that could escalate into a world war with nuclear weapons, as Western nations elevated their commitment to defending Ukraine.

“The risk is serious, real. It should not be underestimated,” Russian Foreign Minister Sergei Lavrov said in a Russian state-television interview broadcast Monday night. “NATO is, in essence, going to war with Russia through a proxy and arming that proxy.”

German Chancellor Olaf Scholz last week said his government was treading carefully to avoid a nuclear war. But Germany said this week it would refurbish and send to Ukraine decommissioned antiaircraft cannon tanks known as Flakpanzer Gepard, or Cheetah, ending its longstanding reluctance to give tanks to the country.

For months, the U.K. has provided weapons on the proviso that they are used to defend Ukraine from Russian attack rather than offensively. But U.K. reversed that. “Things that the international community are now providing to Ukraine have the range to be used over the borders,” Mr. Heappey, who is U.K. minister for the Armed Forces.

Since Russian President Vladimir Putin ordered the invasion, he has repeatedly raised the specter of nuclear war, invoking his country’s atomic arsenal in an effort to deter the U.S. and the NATO from getting involved in the conflict.

But as Mr. Putin’s army has faced fierce resistance from Ukrainian forces strengthened by large infusions of Western weaponry, concerns have grown in Washington and allied capitals that Russia could consider using a so-called tactical nuclear weapon to gain the upper hand on the battlefield.

Earlier this month, Russia further warned that it could station nuclear forces in and around Kaliningrad — a Russian exclave wedged between Lithuania and Poland — and bolster its military presence there if Finland and Sweden join the NATO alliance.

World War II began in September of 1939 when Nazi Germany invaded Poland. The United States would not join the Allied war effort until December 7, 1941 when it was attacked by the Japanese Empire in Pearl Harbor. You might say World War II started when Japan invaded China on July 7, 1937. The Philippines would be next with the Bataan Death March of captured Americans.

So, 6ix, why then did the United States not join the war effort before the Pearl Harbor attack? Lack of imagination. Germans and Japanese kept telling America about the countries that would be conquered, but Republicans in the Senate couldn't imagine it would happen. It took years, and thousands of highly dramatic American deaths involving flames and explosions and heroics, to get those Republicans to change their minds.

Putin has kept telling America about countries that would be conquered -- countries that joined NATO. It does not take much imagination to believe Russians will be executing Putin's plan, especially when Russia has the ultimate weapon and keeps threatening at least once a week to use it on NATO countries.

When Putin is finished with Ukraine, he will be invading another NATO country, but not Germany nor France nor UK nor USA.

Germany, France and the UK would have done nothing, as all weak countries will do nothing, until they are attacked. The USA helped Ukraine and then those other countries decided to help. If the USA stops helping, all other countries stop because their whiny cowardly cheapskate citizens don't want their Prime Minister to get involved. All of NATO would just stand back and watch as Putin invades the next NATO country.
