The third approach simply adds together all realized cash flows between the government and the bailed out entity, positive and negative. This is referred to as ex post cash accounting. (In the venture capital context this is referred to as cash-in cash-out.) This approach is not theoretically justifiable for several reasons. It neglects time value and risk adjustment, and ignores the possibility that the outcome could have been different than what transpires. Nevertheless, it is most frequently how costs are calculated in popular accounts and government reports, as well as in some analyses by academics.

The press typically reports bailout costs on an ex post cash basis despite the problems with that approach. For example, ProPublica, a highly regarded non-partisan news organization, created a “Bailout Tracker” that has been keeping a running tally of government asset purchases and cash receipts under TARP and from the bailout of Fannie Mae and Freddie Mac. In their most recent update dated September 27, 2018, they report a total net government “profit” of $97 billion. Policymakers also tend to cite ex post cash results.

Social Security, passed and signed by President Roosevelt in 1935, left out most African Americans for the first quarter century of its existence. Southern congressional representatives heavily influenced the Social Security Act with devastating results. The federal government gave the power to control benefit levels, eligibility, and administration of such programs to the states and excluded occupations mostly held by African Americans. At the time, sixty-five percent of African Americans fell outside of eligibility for the Social Security program — and between 70 and 80 percent fell outside eligibility requirements in different parts of the South.

For example, in 1940, the year Social Security payments for seniors began, the Social Security Board identified nearly 2.3 million Black workers as eligible for old age insurance, but the majority of those identified were disqualified because they were farm or domestic workers. These exclusions continued until 1954, when the occupational exclusions were eliminated.

U.S. government policies, as discussed in Chapter 5, Housing Segregation, penned African Americans into poorer neighborhoods with polluting industries, garbage dumps, and other sources of toxic health harms. Local governments zoned Black neighborhoods as industrial instead of residential specifically to segregate Black residents from white residents. White neighborhoods frequently were zoned by local entities to explicitly ensure that few industrial or polluting business could locate within them, again pushing environmental pollution into Black neighborhoods. Redlined and segregated Black neighborhoods were cheaper for polluting industries to build on. This became a downward spiral: the more garbage dumps and sewer treatment plants a neighborhood had, the cheaper the land was, and the more likely that other polluting industries would move in. Without access to the mortgages and loans available to white Americans, Black homeowners also had less money to maintain and improve their homes, which made housing conditions worse and prevented African Americans from moving away from polluting sources.

Black Californians have also been forced to live in substandard housing, sometimes as a direct result of government action. One historical example is the federal government’s building of public housing in Richmond to accommodate ship workers during World War II, which was officially and explicitly segregated. As part of those efforts, the federal government put programs in place that enabled white workers to access permanent, residential housing, but offered Black workers no permanent housing. While some Black workers were able to find low-quality, long-term housing in areas of the East Bay, others lived in barns, minimal shelter like tents or cardboard shacks, or even without any shelter in open fields.

Historically, federal public housing was explicitly created to segregate Black Californians into areas with greater pollution burdens due to immediately adjacent polluting sources. For example, when the federal government built public housing in Richmond to accommodate ship workers, as discussed above, it placed the temporary housing for Black workers by the railroad tracks and shipbuilding areas, subjecting them to particulate matter (e.g., small cancer-causing particles associated with diesel exhaust) and industrial pollution, but built higher quality housing for white workers further inland.

Many areas within California still demonstrate racial disparities traceable to state and federal government action. Studies throughout the 1990s have found that largely Black and Latino people in Los Angeles are the most heavily impacted by pollution and toxic waste sites. Neighborhoods that were explicitly redlined by federal agencies in the 1930s — ranging from South Stockton to West Oakland to Wilmington in Los Angeles — continue to have some of the highest average pollution levels in the state.

That same argument can be reworked against Social Security and Medicare. It goes something like this: many people are successful and don't need the Federal government paying to them retirement money or paying their doctor and hospital. These successful people can pay for themselves. Social Security and Medicare are "infantilizing and insulting" to successful people.

People who need it in retirement are told every year they might get only 70% of it unless Congress changes the law. I've already suggested my two-step fix for that.

If you want to get real spicy, then add a Step 3 and also affix a SS/Medicare tax on the REAL RICH PEOPLE who don't actually have any working income and make their money through capital gains above a reasonable threshold.


I don't see a problem with Social Security and Medicare. Somebody who worked all of their young lives should not have to worry about starving to death or dying in a cold house when their body is old and frail. And since it's not based off of race or sex or any other IDpol Democrat bullshit, it has the possibility of being a fair system if somebody finally implements it right.

The California Reparation is completely unlike Social Security because everybody gets their check when they reach 62. There is no delay until you are 65 or 68 or 70 to get a bigger check. All checks are exactly the same amount for everybody who reached 62. And the checks stop once you reach $262,000 total checks. That's the end of reparations for you, once you hit that amount. You don't get more money if you have more African DNA or have a sadder life story before your checks started arriving. Everybody gets the same amount because that is the only way the California Reparations would ever become law. Obviously, all the California millionaires would oppose the California Reparations because the millionaires are paying most of the reparations with their income taxes.

And 62 is not a sacred number. The checks could start for everybody at a younger age, but the checks still stop once the Californian has received $262,000 total checks or dies. There is no way for a solo grandchild to poison his grandparents and parents in order to receive in the future 6 times $262,000 as an inheritance from those 6 adult murders. The checks stop at death.
