In addition, California has REALLY expensive housing - it's those fantastic market forces at work! because nobody builds low-cost or even middle-cost housing (there's no money in it), and housing bubbles amp up prices beyond reach. All in all, there are a lot of reasons that have nothing to do with California's policies on anything that draw a lot of the homeless, illegal immigrants, unemployed, and marginally employed to the area; or that create homelessness. And it's an option, because if worse comes to worse, you won't freeze to death if you live under an overpass or along the riverbeds or in your car. That said, California also has some serious pandering to illegal immigrants.
