First of all, you have a script that was reportedly written in only 7 days (the writers bragged about it in an interview about the time production started). On top of that, he was faced with some very high expectations from fans of the comics and first 2 movies.

So, as a Ratner basher who liked, but didn't love the movie, I think he did the best he could have under tough conditions.
