Good plan, experts say, except it wouldn't work

Any plot to flood lower Manhattan by blowing up the Holland Tunnel is doomed to fail, experts say - because it would have to defy the laws of physics.

If the Hudson River surged into a ruptured tunnel, experts told the Daily News, the water would only rise to its own level - and might not even reach street level in the city.

"It might flood the Holland Tunnel, but that's all it's going to flood," said Allan McDuffie, an Army Corps of Engineers expert on New York flood patterns. "It's not going to get any higher than the level of the surrounding water."

The sidewalk at the entrance to the Jersey-bound Holland Tunnel is exactly 10 feet above sea level, federal maps show.

The lowest points in the surrounding Tribeca neighborhood are the same height - along Canal St. from the West Side Highway to Wooster St., and in a nest of streets surrounding the Soho Grand hotel.

But even though Canal St. runs the route of an old canal, flooding experts say it's only vulnerable to flooding from heavy rains or coastal storms - not from the river.

"There are ways that the city could get flooded, especially lower Manhattan, but I don't think this is one of them," said Irwin Redlener, head of the National Center for Disaster Preparedness at Columbia University and author of the forthcoming "Americans at Risk."

"It seems a little far-fetched. It's not like the water is above the island," Redlener said of the plot. "It doesn't quite make sense."

The city's Office of Emergency Management agrees.

"There's nothing in lower Manhattan that's below sea level - and that's what would make it susceptible," said OEM spokesman Jarrod Bernstein. "It would flood the Holland Tunnel, and that's it."

I agree, it should have been kept secret. If it hadn't been in flagrant violation of the Constitution, it probably would have been kept secret because someone wouldn't have felt the need to blow the whistle.

The informer was to have helped the plotters build the bomb and supply the fake powder, but the plan was called off by an F.B.I. supervisor who had other ideas about how the informer, Emad Salem, should be used, the informer said.

The account, which is given in the transcript of hundreds of hours of tape recordings that Mr. Salem secretly made of his talks with law- enforcement agents, portrays the authorities as being in a far better position than previously known to foil the February 26th bombing of New York City's tallest towers.

The explosion left six people dead, more than a thousand people injured, and damages in excess of half-a-billion dollars. Four men are now on trial in Manhattan Federal Court (on charges of involvement) in that attack.

Mr. Salem, a 43-year-old former Egyptian Army officer, was used by the Government (of the United States) to penetrate a circle of Muslim extremists who are now charged in two bombing cases: the World Trade Center attack, and a foiled plot to destroy the United Nations, the Hudson River tunnels, and other New York City landmarks. He is the crucial witness in the
second bombing case, but his work for the Government was erratic, and for months before the World Trade Center blast, he was feuding with th F.B.I.

Supervisor `Messed It Up'

After the bombing, he resumed his undercover work. In an undated transcript of a conversation from that period, Mr. Salem recounts a talk he had had earlier with an agent about an unnamed F.B.I. supervisor who, he said, "came and messed it up." "He requested to meet me in the hotel,"
Mr. Salem says of the supervisor.

"He requested to make me to testify, and if he didn't push for that, we'll be going building the bomb with a phony powder, and grabbing the people who was involved in it. But since you, we didn't do that."

The transcript quotes Mr. Salem as saying that he wanted to complain to F.B.I. Headquarters in Washington about the Bureau's failure to stop the bombing, but was dissuaded by an agent identified as John Anticev.

Mr. Salem said Mr. Anticev had told him,

"He said, I don't think that the New York people would like the things out of the New York Office to go to Washington, D.C."

Another agent, identified as Nancy Floyd, does not dispute Mr. Salem's account, but rather, appears to agree with it, saying of the `New York people':

"Well, of course not, because they don't want to
get their butts chewed."

Water cooled emergency generators shut down due to overheating when their water supply was cut. This disabled the emergency lighting.
Sprinklers & standpipes out of service.
2,500 tons of rubble removed.
Clean up effort involved 2,700 workers per day, plus a total of 160,000 gallons of cleaning fluid and 200,00 gallons of detergent.
Restoration cost: $250,000,000.

I just don't see why we can't say, "Hooray, the FBI is doing its job!" I'm no great fan of the administration, but to read some of the posts around these boards you'd think that Bush was pure evil, and that nothing positive whatsoever could possibly happen during his administration (unless it was clearly not government-connected). Forgive me, Rue, if it was not your intent, but to look for the bad side of everything in order to blame it on the Bush administration is no better than when the Republicans claim that Bush can do no wrong. Reality is just way more complicated than this.

I'm just saying Bush cried wolf one too many times. That was during the definitively manipulated shades-of-danger-alerts for the last election cycle. Well, people got innured.

So now the US is running up to another election cycle. And this is the second lame but highly ballyhooed 'terrorist' arrest - after the 'terrorist' arrests in Florida. What is that, two in two weeks? So my cynical self says - will the administration go three for three on the 'rescues' to boost Bush's (and his party's) poll ratings?

And btw, these disclosures are not giving Bush the poll boost he got on the last election round.

As I suspect many others have done, I hope you'll ignore Piratenews' overreactive comments.

Maybe I exaggerated a bit, but can you not understand my lack of trust in the executive branch? President Bush is quite simply a liar.

"Brownie, you're doing a heckuva job." It is well-known and accepted that President Bush new full well how badly things were going, and that much of it was due to Brown's inexperience and poor judgement. He chose to lie in the form of a soundbite, rather than admit that there were problems. Why? Who knows, really. The President seems to think that "hoping for the best" and "stay the course" are policy directions. He is neither a leader nor a decider.

Why are we doing warrantless searches when the FISA court will pretty much rubber stamp any request? Just because this is an "old" issue, does not make it any less valid. He lied to us about this - it's on tape.

We torture people. Our own military lawyers argued against the current policy because it undermines our high road approach. That protects our prisoners in enemy hands, or rather it used to. And don't try to tell me that because foreign countries do the actual burning, gouging and shocking of prisoners that we deliver that we're not involved. The president lies about it.

On September 12, 2001, we had the sympathy and support of the world. Yes, even "old Europe" as Dick Cheney so disrespectfully referred to our ally, Germany. Now, we have stirred up a hornet's nest of people who were once just irritated with us for our Israel/Palestinian policy. Now there are thousands of Muslims who distrust and hate us and would like to destroy us. We are going backwards. This is the threat you refer to. I DO acknowledge it, I just know that it didn't exist to the same degree before Bush came to power by stealing two elections.

He says we're safer now. This isn't necessarily a lie on his part, but sad, sad evidence of his inability to see the historical reality of what his mistakes and malfeasance have created.

I don't believe what he says anymore. Call them lies or incompetence, but either way, they're just not relevant anymore.

Nonsense. This revisionist, hyper spun view of the events after Katrina has become the stuff of folklore and mythology. Bush bares no more responsibility to N.O. flooding than does Clinton for the flooding of the Mississippi back in '94. Major, catastrophic events happen, always have, always will. The 'problem' wasn't even w/ Brown, but w/ the miscommuication caused by putting Homeland Security under the same umbrella as FEMA. Add that to the unfathonable , inexcusable decissions by Mayor Nagin and Gov. Blanco....

We don't torture people. If, by 'people' you mean al Qaeda types, then that's a far stretch of defining that word. I'm for doing what ever it takes to keep those bastards from blowing up another subway or train , etc.

'Old Europe' didn't think too kindly of the US when Reagan was facing down the USSR, but a hard line approach was exactly what worked. Also, it was this 'Old Europe' France, Germany ... that were the primary abusers of the UN's scandalous Food for Oil scheme. This plan lined the pockets of European businessmen, UN officials, Saddam and his sons, and kept the food / medicines from actualy getting to the children that needed them most. It was all a giant ruse, and for 10 yrs we were told how cruel and inhumane the U.S. was because of the sanctions. Turns out, it was Saddam and 'Old Europe' at fault, and not the U.S.

I'm quite frankly tired of this 'Bush lied ' idiocy. He has done some things right, some things wrong, but has done a fairly good job over all, w/ what he's been delt.
