Anyone who thinks Washington is an ethical quagmire should talk to a cross-section of government employees, who say the problem is worse at the state and local levels.
Overall, three out of five government workers acknowledged having witnessed violations of ethical standards, policy, or law over the past year

See, it's SOP for us now. Like they said in Pirates Of The Caribbean, "Take what ya can; give nuthin' back!"
(remember, it's only illegal if you get caught)

Misdirection. Just because things are bad at the levels below the federal, does not mean that things are (in reality) as bad or worse at the federal level. Remember, all this is about is if these people saw it AND talked. Also remember that one of the greatest (in a bad way) things that the Bush Admin. has does is to do such horrid things in plain sight and get away with it ("Patriot" act anyone?).

I think the article serves to point out that THE WHOLE SYSTEM has been compromised, and at this point in history, it's entirely EXPECTED, not merely tolerated- that's the difference IMO.

Slime drips from the top down, and they have the fine example of our mostly-former upper ranks to benefit from, don't they ?

The entire system is corrupt, this is inevitable, was always inevitable since effective checks against it were ignored, removed, or legislated away by the Supremes re-interpreting critical parts of the Constitution to allow these abuses.

Of course, the solution to this begins with Impeachment, but since all members of that little gentlemans club on the hill are equally dirty, nobody wants to fire the first shot of what would certainly become a circular firing squad in short order.

My opinion as well.

A few years back the Feds figured out that a large percentage of government employees holding government credit cards were using them for personal expenses. If I remember correctly only a few were fired if they had charged more than 10 thousand dollars in fraudulent expenses. Those under 10k were only required to pay back half of what they owed and not even given a blemish on their employment record. The clear message this sent to the employees was, stealing from the government is OK, just don't get carried away with it.

Keep the Shiny side up

Knowing that there are lies, damn lies, and statistics, has anyone looked at the actual report, rather that just the blurbs?

I would, but I'm still on City time and I would not want to be accused of unethical conduct.

Does making personal copies on the office copier count? What about 'accidently' taking home a pen from the supply closet?

And yesterday I saw the Mayor's secretary park in the Mayor's desiganted parking spot (so she could carry in some boxes)...I mean she's not elected and there she was, usurping the benefits of his office. Should I charge her with some kind of crime or just have her fired? Or maybe blackmail her into some illicit sexual encounter...no, can't do that...not a Democrat...

So Giuliani's a Democrat? I had no idea... ;) Actually, that's not fair; Rudy didn't blackmail anyone to sleep with him (at least it hasn't been *proven* that he did...) - he just made sure that whomever he was banging, he was doing it on the city's dime. And his good buddy Bernie Kerik, too.

Hell, maybe you could blackmail your coworker into lying and saying there are WMD in the mayor's office, so you could then "legitimately" invade his office, depose him, and start your own "lawful" regime. I mean, it's what rethuglicans do best, right?

It's not that I think the Democrats have any kind of lock on moral superiority - it's just that I *KNOW* for a fact that the Repuglicans certainly DON'T have any claim to it. I don't think anyone whose party includes such "moral" beacons as George W. Bush, Dick Cheney, Newt Gingrich, Rudy Giuliani, Bernie Kerik and Larry Craig has any room to throw stones.
