I believe what he's saying is that when one makes an assertion, the burden of proof is on you to prove it, not anyone else.

That's how burden of proof works. I realise as a republican, proof and burden and doing something for yourself may be alien concepts, but give work with us here (of course that also be an alien concept) :p
