They are building three Brigade sized emergency response units able to provide security, support, logistics, medical care, etc to state and local first responders.

This is in response to Katrina, you remember Katrina. Imagine if we'd have been able to airlift 5,000 medical, logistical, and security troops to the Superdome that first day instead of waiting days for the local and state authorities to fail and then more days to move federal aid by ground (after putting a General in charge to kick everyone in the ass).

At the time I, along with some other folks, figured out that if we can deploy a Brigade of combat troops anywhere in the world in just a few hours...why not a Federal "Rapid Emergency Force" anywhere in the country in that same amount of time. Such an effort would have to be military, although I thought the Coast Guard would have been a better parent organization (since their mission bridges military and civil spheres).

So the folks at Homeland Security say hey, lets put thise all on paper and think about it for a few years and...here we are.

So on the one hand folks are crying cause we don't have what we need to help people when there is a big ass disaster and then its folks like you crying cause they are trying to put together what we need to help folks in case there is a big assed disaster. Make up your mind.

I note for the record that far more then 20,000 US troops are presently stationed in the United States. Heck, there are over 20,000 US troops stationed at Fort Bragg in North Carolina (and if thats sets you quivering...don't think about Texas).

I guess you can get all weepy at the thought of folks driving around in Humvees with big red crosses on the side...please don't think to hard about all those fellas in Texas with M1A1 Main Battle Tanks and big scary black horse heads on their shoulder patches. http://en.wikipedia.org/wiki/1st_Cavalry_Division_(United_States)

You're right, we have tens of thousands of troops stationed throughout the US, what are these additional 20k needed for?

Also, If I recall, the state in which the disaster occurs still has to request federal help, so hem-hawing at the state level will still slow reponse time.

If it is inevitable that we will see the development of a Domestic Reaction Force (or whatever catchy name they come up with), I want to see VERY strict rules as to when this force can or cannot be deployed. Upon deployment, I want to see VERY strict rules regarding the types of duties these folks can and cannot perform, and VERY VERY strict ROEs for "security" personnel. If these guys are going to be put in a law enforcemetn scenario, I want them to have training in law enforcement, with emphasis on Civil Rights.

My point is: 20,000 medics rolling down the road in deuce and a halfs full of MRE's and water, I'm cautiously OK with. 20,000 combat troops rolling down the road in gun trucks, not so much. Disaster relief, yes. Martial law, hell no.

They were sitting on base, shining their tanks and dreaming of the day they could legally step off base and support state and local relief agencies....

If your decided not to go, you'd either have been smart enough to find your own way out, hold out on your own until relief arrived, or been sitting on your roof waving at the Coast Guard helicopters to save your dumb ass...or been that dead fella on the side of the road.

Or maybe your right, if so there sure are a lot of deserted military bases sitting around. Try driving onto Fort Bragg and see if a fella in a uniform is there to stop you (along with about 25,000 of his buddies).

I note for the record that 1st Cavalry Division, from Fort Hood Texas, was redeployed back home from Iraq in April of 2005, several months prior to Katrina. I note further that 1st Cav headed Joint Task Force Katrina, the military logistical support operation for Katrina that was activated a week or so into the disaster. Thats why they are building them out of existing combat brigades. These will not be new units, they will be old units with a new mission profile.

I note for the record that the primary mission of the Army...the entire Armed Forces of the United States...is domestic security (against invasion or rebellion). Its that whole "all enemies, foriegn or domestic" bit. Adding disaster relief to the definition of Contintinental Defense, is no real stretch.

If thats what they are teaching recruits...its worse than I imagined.

I had always hoped and believed that if it came to a civil war, the armed forces would NOT fight. As they are meant to protect the citizens, not kill them.

That someone would be like "Hey wait a minute, we arn't rolling into Bumfuck Ohio and holding the people there hostage...thats what the Nazis would have done."

But if it comes to it, and the Army decides its going to oppress the citizens...well, fuck. We would have to fight them too.

So why not have these guys operate under DHS, rather than the military? I'm all for military airlifts of supplies, but why not keep the guys on the ground civilians (like the rest of us)? Personally, I just think this a reaction to the shit the Feds took for hiring Blackwater to provide security after Katrina.

I'm just worried about mission creep. I know the military is more efficient at this sort of thing, but efficiency at the cost of civil rights is not a price worth paying.

I did find a few things way more useful than catterwalling about soldiers, tanks, conspiracy stuff, and what not.

Tips for a Nuclear Attack

Did you know that the most fallout resistant vegetables are wheat, corn, and rye. That means if you have any cows left, you could potentialy have Pastrami sandwiches before you run out of canned goods.

Also, after Jan 20th you will be henceforth, surviving "Nuclear" attacks...we will all let Nukeyooler relax in it's incorrect obsolescence. I don't know why you Conservatives reinforced that one so long.

Horde all the canned foods you can.

Build a bomb shelter, then be ready to deny your neighbors access to it by shooting them. Some of them will be very convincing.

You can have 20,000 military forces, who are already on the payroll, already have training, already have equipment and transport available, and who can be deployed in military roles overseas as needed.

Or

You have 20,000 additional civilian forces who need to be paid, equipped, and provided wth transportation, and sit around doing nothing until a disaster local resources can't deal with occurs. And even if this force is civilian, they're gonna have to have some sort of security component attached.

You cannot unsay the things I've said, nor can you go to everyone who's learned or pondered things from my posts and take all that back.

Nor can you in any way prevent them from passing those philosophies, those ideas and concepts, onto others.

Even if you were to knock me off, there's plenty willing and able to take my place, and were one of them to choose the "highlander option", I doubt that anyone would actually even realize it had happened.

Even if you were to torch the US Constitution, burn The Federalist/Anti-Federalist papers and outlaw all of Peter Kropotkins work, ban the words of Patrick Henry...

All you would do is stoke the fires by admission that those words, and the people uttering them, reading them, knowing them - are a threat to those waiting behind lady liberty with a garrotte waiting for the people to blink.

And all your veiled threats do is help the very cause you so desire to eliminate, feed the very fires you'd like stamped out.

Hell of a quandry, innit ?
