I didn't have to guess, this was news a long time ago. It's another case of criminal in chief. There was some debate as whether we were in this situation re: cheney, which might turn out to be the case. Bush is probably not in any danger, but it definitely happens, even in the first world. It was recently the case in south africa and still is, and also zimbabwe, but it was also true in france.

The criminal in chief stays in office because he is under indictment for actual crimes of which he is actual guilty, and his only way to avoid prison is to use executive priviledge, which he loses when he loses his office. It's a good reason to at least reform the concept of executive priviledge. A lot of people speculated that the invasion of Gaza was a ploy to create a state of emergency so that he would not be removed from office. And no, I still haven't looked at the link, I just know who it's going to be.
