I do believe that humans running onto the track is considered 'bad' and 'not allowed' during a horse race.

Is it the nature of the policemen, or the nature of the detainment that troubles you?

Ah, I see. It's the nature of the officers, and not the nature of the detainment, that was a concern. Because they were military officers enforcing the law on non-Federal property.
