California Governor Arnold Schwarzenegger has just hours in which to submit proposals to reduce the state's prison population by 40,000.

If he fails meet a midnight (0700 GMT)deadline set by federal judges, he could be held in contempt of court.

The Govenator is a joke. Again our strange mentality about actors and famous people at work.

One of the reasons we're in such trouble is that he STOLE from the education budget again and again to pay for things he considered "more important" and has handled our financial situation horrendously.

California's always had problems; our budget is routinely not signed until well after the deadline and it causes lots of problems. But Ahnold has made it even worse; yes, the recession is hitting us hard, but we had these problems before that came along, it only exacerbated the situation.

What would you do different?



My understanding is that he dipped in other budgets ( such as education ) in order to make payroll and social services payments.

He was denied the ability to raise taxes, and was limited to what services he could cut...

Any plan was either voted down, or stalled by the Legislature

I have a vote and I'm not afraid to use it!


California has a few specific problems that keep its budget a mess.

Proposition 13 - Property taxes are fixed at 1978 land values until the property is sold. Winners ? Large corporate landholders - railroads, utilities, refineries - places that have a lot of land, and/ or extremely valuable land that they will never, EVER sell. Those places will be paying 1978 property taxes --- forever. Everyone else - has the privilege of making up the difference for them, over time.

The California Constitution - it requires - REQUIRES - that if an excess of taxes are collected in a year, for example, due to a booming real estate market, they MUST be returned to the taxpayers. You and I, who are sane and rational, know that if you do well at some point, it is prudent to save for the rainy day when you will not be doing so well. California is forbidden from doing that.

The budget process - requires a 2/3 majority to pass the budget. Is that crazy, or what ? That is a guarantee that any collection of nutcases and roadblockers can join together for the sole and common purpose of grinding the state to a halt over the budget.


Aside from the bad economy, these are the specific items that account for the mess. Bottom line though, everyone including Arnie knows that these are the problems. And if you want to fix the problems, you have to address these things. Anything else is posturing and pretending. Which apparently Arnie, as well as the legislature, are only too happy to do.

Rue's got it; I forget if you said, Rue, but you a Californian? Sounds like you're familiar with our problems.

Prop 13 was an incredibly stupid move, and we've been paying for it ever since. "We" meaning the state. Mind you, it's a big boon to US personally, given our age and how much the house is worth now (we bought in for something like $57,000...everything around us is worth half a mil or more now). Given the state of our house, it'd be a better investment to buy the land and raze it, but we're still paying the taxes we paid when we bought in, which is pretty silly.

But the average homeowner DOES benefit, along with huge landowners...until they sell and want to buy a new house! Then the taxes jump to the current value...meanwhile the State loses all that property tax for all those years. Yes, the big companies make the most, but it passed because it sounded good to the little guy--and is, we just pay for it in other ways!

The other loophole is if you buy a house (at our ages) in Marin when you sell your own, you get to keep the 1978 taxes on the NEW house! Would be great for us (except we couldn't afford anything but a shack after selling ours!), but lousey for the CA budget!

Yup. In a nutshell. Probably will never happen, people think only in terms of their little lives, without looking at the overall picture.

The 2/3 vote is assinine, too, and is why, in my memory at least, our budget has NEVER been on time, creating further mess and expense.

But Ahnold did more than just steal from the education budget to "fix" other things...he used the money stupidly, too, and just left us in a worse mess. There was his cute little "special election" fiasco, for one thing, and all that cost us...for NOTHING! The So. Cal Repubs voted him in, with backing from the Party, thinking he would toe the mark...he hasn't completely, but that's been for the worse, not for the better.
