Public Health Insurance Brokerage?

It would be a non-profit Government backed Health Insurance Firm. Maybe Brokerage isn't the correct term, but I was thinking that it would be essentially a seller for Government back policies, but could also underwrite private policies, in which case it would be acting like Fannie Mae of Freddie Mac in the Mortgage market.
