You may want to check your State Constitution. Many states and the Federal Govt have provisions that prohibit the arrest of someone on the way to a legislative function. For example, a Congressman cannot be given a speeding citation or arrested for murder (or anything in between) if he is on the way to vote. He could not be detained in any way.
