Yes, New Orleans and that area is a pretty absurd situation; but mankind builds in all kinds of stupid places and won't be driven off, so that's just the way it goes. I had already heard from a friend in Illinois who knows the area long ago that the keep getting wiped out and rebuilding. Must be the same kind of mentality as our "river rats" up at the Russian River...they do the same, despite the River flooding on almost an annual basis.
