Congressional opposition rising to Libya role

John Boehner, the Republican speaker of the US House of Representatives, has warned President Barack Obama that he will have to stop all US involvement in Libya by Sunday or risk violating the War Powers Act because he does not have congressional authorisation for the operation.

The warning comes as Democrats and Republicans in Congress step up their opposition to US involvement in Libya, with legislative moves to block funding and seize Muammer Gaddafi’s assets taking place as war fatigue sets in on Capitol Hill.

OK, Boehner is right. Let's see how far he's willing to push it. Is this just a partisan campaign move, or will he REALLY pull the plug?

At least there are no boots on the ground to call home, though leaving NATO high and dry won't do us any favors.

Good. We can just say that we agreed to enforce a no fly zone, as was the original UN plan and we can't participate in the rest of it anymore. I don't know why we didn't just investigate the situation, conclude that we didn't want to do it since the rebels have no plan and decline. Oh wait, I do know, OIL and POWER.

Yup, this vote actually *WAS* bipartisan, with about 60% support by both parties in the House.

This is the kind of thing parties need to work together on.

And there are no boots on the ground, YET. And we damned well need to keep it that way!

Boehner himself has questioned the constitutionality of the resolution. “The President of the United States is, and should remain, the chief architect of America’s foreign policy and the commander-in-chief of our armed forces,” Boehner said in a 1999 press release, according to Politico’s Jonathan Allen, when Congress was debating U.S. involvement in the Balkans. “Invoking the constitutionally-suspect War Powers Act may halt our nation s snowballing involvement in the Kosovo quagmire. But it’s also likely to tie the hands of future Presidents.”

SO did he change his mind? Isn't that called "waffling"? Or "flip-flopping"? Or is it merely partisan?

White House spokesman Jay Carney said Boehner's views "stand in contrast to the views he expressed in 1999 when he called the War Powers Act 'constitutionally suspect' and warned Congress to 'resist the temptation to take any action that would do further damage to the institution of the presidency."

Boehner's spokesman, Brendan Buck, dismissed Carney's reference to a "decade-old statement."

"As speaker, it is Boehner's responsibility to see that the law is followed, whether or not he agrees with it," Buck said.

10 years could be enough time to have a real change in heart and mind over such a thing, or maybe he feels it is his responsibility to respect and enforce the law in his position, regardless of his personal feelings concerning it.

Or maybe it is just more politically convenient now. Still kind of a sorry argument, and childish. "But they got to break the rules without getting in trouble, we should get to break the law too!" I thought we were supposed to be changing this kind of thing?

We can't travel back in time to affect 1999 but we can affect what's happening right now. I'm thinking that was a desperate attempt to break this congressional unity before they could accomplish anything.

We have zero business being involved in Libya.
