(CBS News) The White House called last week's deadly assault on a U.S. Consulate in Benghazi, Libya, "a terrorist attack" Thursday, but didn't clarify whether the Obama administration thought the attack was planned in advance.

"It is, I think, self-evident that what happened in Benghazi was a terrorist attack," White House spokesman Jay Carney told reporters on Air Force One Thursday. "Our embassy was attacked violently and the result was four deaths of American officials. So, again, that's self evident."

The White House's latest comments on the attack come as Secretary of State Hillary Clinton formed an "accountability review board" to investigate the brutal assault that killed four Americans, including U.S. Ambassador Christopher Stevens. Clinton named former U.S. Ambassador Thomas Pickering to chair the panel, the Reuters news agency reports.

The new investigation comes amid calls from Capitol Hill for more information on the attack, and complaints that the Obama administration has not been forthright.

Carney didn't clarify whether the Obama administration thought the attack was planned in advance, Reuters reports. A top U.S. counterterrorism official reportedly told lawmakers on Capitol Hill Wednesday that the assault was "opportunistic" but also a "terrorist attack."

Within 24 hours of the 9-11 anniversary attack on the United States consulate in Benghazi, U.S. intelligence agencies had strong indications al Qaeda–affiliated operatives were behind the attack, and had even pinpointed the location of one of those attackers. Three separate U.S. intelligence officials who spoke to The Daily Beast said the early information was enough to show that the attack was planned and the work of al Qaeda affiliates operating in Eastern Libya.

A top intelligence official in the United States appeared to take the blame for the Obama administration's changed narrative on the US Consulate attack in Libya, saying that the administration officials who initially claimed the attack was spontaneous, did so on the guidance of intelligence officials.

The statement by Shawn Turner, spokesman for Director of National Intelligence James Clapper was released after the Obama administration experienced a tumultuous week post the attack in the Libyan city of Benghazi.

Fox News quoted Turner, as saying: "In the immediate aftermath, there was information that led us to assess that the attack began spontaneously following protests earlier that day at our embassy in Cairo.

"We provided that initial assessment to Executive Branch officials and members of Congress, who used that information to discuss the attack publicly and provide updates as they became available. Throughout our investigation we continued to emphasize that information gathered was preliminary and evolving," he added.

Earlier, following the attack, the White House had to steadily backpedal over its initial claims that the attack was inspired by protests in Cairo over an anti-Islam film and was not pre-planned.

"As we learned more about the attack, we revised our initial assessment to reflect new information indicating that it was a deliberate and organised terrorist attack carried out by extremists," Turner said.

"It remains unclear if any group or person exercised overall command and control of the attack, and if extremist group leaders directed their members to participate. However, we do assess that some of those involved were linked to groups affiliated with or sympathetic to Al Qaeda," he added.

In a letter to Secretary of State Hillary Rodham Clinton, Chairman Darrell Issa and Rep. Jason Chaffetz of the Oversight and Government Reform Committee said their information came from "individuals with direct knowledge of events in Libya."

Issa, R-Calif. and Chaffetz, R-Utah said the Sept. 11 attack in Benghazi that killed Ambassador Chris Stevens and three other Americans was the latest in a long line of attacks on Western diplomats and officials in Libya in the months before Sept. 11.

The letter listed 13 incidents, but Chaffetz said in an interview there were more than 50. Two of them involved explosive devices: a June 6 blast that blew a hole in the security perimeter. The explosion was described to the committee as "big enough for forty men to go through"; and an April 6 incident where two Libyans who were fired by a security contactor threw a small explosive device over the consulate fence.

"A number of people felt helpless in pushing back" against the decision not to increase security and "were pleading with them to reconsider," Chaffetz said. He added that frustrated whistleblowers were so upset with the decision that they were anxious to speak with the committee.
