Long one of the most conservative states in the nation, Oklahoma is one state that has steadfastly refused to implement comprehensive sex education that includes contraception. Instead, Republicans in the state have advocated for abstinence-only plans that have been proven not to work time and time again. And because of that epic failure, one school district is defying the GOP.

In a move that is certain to draw the ire of the Christian Right, the Tulsa Public School district is ditching abstinence-only programs and will begin teaching comprehensive sex education to 7th, 9th, and 11th grade. And why is Tulsa doing this, you ask? Because abstinence-only is a total failure that has resulted in the state having the fourth highest teen pregnancy rate in the nation, resulting in nearly half of all impregnated teens not graduating from high school. This, in turn, hurts Tulsa and the state because these young women don’t have the education they need to get good paying jobs which causes a higher need for welfare.

TULSA, Oklahoma - Tulsa Public Schools voted Tuesday night to expand its sex education program. They'll start with four schools, with plans to expand the program to classrooms across the district.

The course is already offered in summer school. Now, it will be offered to 7th, 9th, and 11th at two high schools and two middle schools, as part of the day-to-day class schedule, if parents opt in.

The district says the state's alarming teen pregnancy rate has them looking to find ways to educate students.

"Forty-four percent of students who become pregnant or who are married at that age fail to graduate from high school, and that's something hat affects them for the rest of their life," said Steve Mayfield, of TPS.

"I think, ignoring the issue is something we don't have the luxury of doing any longer," Kim Schutz, Director of the Campaign to Prevent Teen Pregnancy, said. More at http://www.news9.com/story/23329268/tulsa-school-board-to-vote-on-exan

Steve Mayfield, director of constituent and student affairs at Tulsa Public Schools, acknowledged how revolutionary the program may seem to some. The topic of sex has been taboo in the district up until a couple of years ago:
Quote:

"I can't remember it ever being a topic in TPS - even embedded in a biology class or something before," said Mayfield, who has worked at TPS for most of the last 45 years. “I’ve read the entire curriculum, and the first priority is abstinence. The key to this that I really like is it shows you the HIV and disease rates. Kids don’t think in those terms, but they need to.” http://www.sacbee.com/2013/09/03/5702810/tulsa-public-schools-looks-to

And all the poor young women (and the babies of those who had them) who suffered and will continue to suffer to "help" them figure it out... :o(

US Teen Pregnancy Rate Drops Due To Contraception Access, Remains High In Abstinence-Only Red States

The overall US teen pregnancy rate has fallen six percent and it’s all thanks to contraception knowledge and access. Meanwhile, in abstinence-only red states, the rate remains high as the Republican war on comprehensive sex education and birth control rages on.

The National Center for Health Statistics reports that the national teen pregnancy rate now stands at 29.4 births per thousand teens 15-19 years of age. The 2012 rate is the lowest on record in the 73 year history in which the government has collected the data. According to CDC surveys of high schoolers examined by Dr. John Santelli, the trend downward is the result of increased usage of contraception.
Quote:

“There is not much evidence of a change in abortion use and not much change in sexual activity,” Santelli says. “What we have seen is greater availability of much more effective birth control methods.” http://www.nbcnews.com/health/teen-birth-rate-hits-historic-low-offici

Take California for example. Earlier this summer, the state released a report showing that teen pregnancy has dropped across the state and credited comprehensive sex education for the reduction. ( http://www.latimes.com/local/lanow/la-me-ln-california-teen-birth-rate
-20130717,0,7095207.story
)

The CDC found that the lowest rates of teen births are in New Hampshire, Massachusetts, Connecticut and Vermont — which each have rates under 17 births per 1,000 teen girls — while Arkansas and Mississippi have the highest rates at about 50 per 1,000. Overall, the highest rates of teen births continue to be concentrated in the South. ( http://www.cdc.gov/nchs/data/databriefs/db123.htm)

Additionally, Southern states also have higher rates of STDs. ( http://www.cdc.gov/hiv/surveillance/resources/reports/2011report/pdf/2

)

The reason why red states have such high teen pregnancy and STD rates is because many of them refuse to institute comprehensive sex education in their education systems. For years, conservatives have been rabidly obsessed with forcing schools to teach abstinence-only. This is very unfortunate and irresponsible because since abstinence-only courses often present misleading information about contraception, a full 60 percent of young adults underestimate birth control’s effectiveness and are more likely to skip it because they don’t believe it will make a difference.

So kudos to Tulsa for getting with the program; let's hope more places wake up to reality before too long.
