I think the methane released from the ocean floor is more a matter of decomposing organic material that's already there. But, cow farts can actually contribute to pollution problems. the Wasatch front here in Utah actually has the worst air in the nation on inversion days, and a lot of that is because of cows. Both cows and cars produce nitrates which contribute to smog conditions, and we have a lot of both.
