Hairy is trying to find more confiscatory taxes to levy.
So, although the Republican House has already Passed By Acclimation a permanent ban on e-mail tax, Hairy will not allow it to come to vote until he finds some way to confiscate more tax revenue from us. It would need to be passed before the current temporary ban expires at beginning of November.

It was stand alone fro the House. Hairy is holding it hostage to try to confiscate more taxes from someplace to redistribute to more welfare cheats and raping murdering illegal immigrants.
