This guy died over untaxed cigarettes, meanwhile they've stopped doing "Stop and Frisk" because they don't want to piss off the Mayor and his buds. Plus these dimwits knew that using a chokehold is illegal.

In this case it may have been their fault, chokeholds are illegal. Two tuff cops could have tackeled him and got him in cuffs.
