Against the law to wait in line to enter driveway?

Hadn't thought about this before.
If you are waiting to turn into a business entrance or other driveway, even while waiting in line to do so, Canada apparently feels this is violating the law. What if you were waiting to turn into a side street, but the poor traffic engineering caused traffic blockage and jams regularly - would they ticket you also?

Anybody else know of this type of enforcement?

The thought of these cops visiting a Los Angeles freeway (aka 10 lane wide parking lot, in each direction) and ticketing cars for stopping on the Limited Access Expressway, without removing the corncob from their butt, makes me laugh.
