The Director of Photography was walking around the set, moving and adjusting the lights, while a scene was being filmed - as in, the camera was rolling at the time. This is a BIG no-no on set. And he had done it several times, and had been asked to stop. This particular scene was reportedly a very emotional scene between Bale and Bryce Dallas Howard, so emotions were already running high before the dude screwed up the scene.

So, while Bale certainly over-reacted, he did have a reason, in context.

As for the thing with his mother, she had him arrested, yes. But the backstory is that his mother and sister both have long-term drug habits, and Bale has been estranged from them both for many, many years. They essentially ambushed him at his Hotel room and demanded he give them money, now that he's successfull. He told them to get lost, so Mom called the cops. As soon as the cops looked up her record, they released him, and tossed the charges.
