Ah-HAH! I found it, and what I heard was correct:
Quote:

All oil recovered is the property of the oil company that recovers it, and not the American people.

The oil recovered would go into the world market, sold at the prevailing price, which benefits only Big Oil, and not the American people, as likely sold in China or India as the United States.

Big Oil is interested only in egregious profits for themselves, and for damned sure not the American people.

So, any benefits from OCS and ANWR oil exploration and recovery go to Big Oil companies, and not the American people.

Of course, Republican politicians lie to the people, and pretend that somehow, magically, it benefits us for Big Oil to become even more bloated, to screw us once again.

Lord, I was RIGHT! Why does nobody talk about this, instead of just accepting that drilling here benefits US? I don't understand it; it undermines the entire "drill baby drill" argument, so why no voices to expose this??
