At the height of the Iraq war, the Army routinely dismissed hundreds of soldiers for having a personality disorder when they were more likely suffering from the traumatic stresses of war, discharge data suggests.

Under pressure from Congress and the public, the Army later acknowledged the problem and drastically cut the number of soldiers given the designation. But advocates for veterans say an unknown number of troops still unfairly bear the stigma of a personality disorder, making them ineligible for military health care and other benefits.

"We really have an obligation to go back and make sure troops weren't misdiagnosed," said Dr. Barbara Van Dahlen, a clinical psychologist whose nonprofit "Give an Hour" connects troops with volunteer mental health professionals.

The Army denies that any soldier was misdiagnosed before 2008, when it drastically cut the number of discharges due to personality disorders and diagnoses of post-traumatic stress disorders skyrocketed.

Unlike PTSD, which the Army regards as a treatable mental disability caused by the acute stresses of war, the military designation of a personality disorder can have devastating consequences for soldiers.

Defined as a "deeply ingrained maladaptive pattern of behavior," a personality disorder is considered a "pre-existing condition" that relieves the military of its duty to pay for the person's health care or combat-related disability pay.

According to figures provided by the Army, the service discharged about a 1,000 soldiers a year between 2005 and 2007 for having a personality disorder.

But after an article in The Nation magazine exposed the practice, the Defense Department changed its policy and began requiring a top-level review of each case to ensure post-traumatic stress or a brain injury wasn't the underlying cause.

After that, the annual number of personality disorder cases dropped by 75 percent. Only 260 soldiers were discharged on those grounds in 2009.

At the same time, the number of post-traumatic stress disorder cases has soared. By 2008, more than 14,000 soldiers had been diagnosed with PTSD — twice as many as two years before.

The Army attributes the sudden and sharp reduction in personality disorders to its policy change. Yet Army officials deny that soldiers were discharged unfairly, saying they reviewed the paperwork of all deployed soldiers dismissed with a personality disorder between 2001 and 2006.

"We did not find evidence that soldiers with PTSD had been inappropriately discharged with personality disorder," wrote Maria Tolleson, a spokeswoman at the U.S. Army Medical Command, which oversees the health care of soldiers, in an e-mail.

Command officials declined to be interviewed.

Advocates for veterans are skeptical of the Army's claim that it didn't make any mistakes. They say symptoms of PTSD — anger, irritability, anxiety and depression — can easily be confused for the Army's description of a personality disorder.

A person is screened mentally and physically before joining the military. But upon returning from combat, that same person is told he or she had a serious mental disorder that predated military service.

As in the civilian world, where many insurance companies deny coverage for illnesses that develop before a policy is issued, the government can deny a service member veteran health care benefits and combat-related disability pay for pre-existing ailments.

A congressional inquiry is under way to determine whether the Army is relying on a different designation — referred to as an "adjustment disorder" — to dismiss soldiers.

Sen. Kit Bond, a Missouri Republican, wants the Pentagon to explain why the number of these discharges doubled between 2006 and 2009 and how many of those qualified to retain their benefits.

Kinda says it all, doesn't it?

As with any other large group of people, the majority are good, some are just there for the benefits they think they can accrue later, others are questionable. You cannot make a blanket statement about any group of people and expect it to be accurate.

Regardless of my opinion of our involvement in Iraq and Afghanistan (and in spite of the fact I am a pacifist myself) I have the utmost respect for those who serve their country in the way their conscience dictates. Not all of their actions, either those in the field or those who command them, will be perfect, but most do the best they can.

IMHO, there has to be something seriously wrong with someone upstairs if they're willing to voluntarily enter military CULT-ure to begin with.

So I don't think even being bugfuck nuts oughta qualify as a pre-existing condition given that it's damn near a friggin prerequisite for the job, neh ?

WOA!! Back UP guys--didn't you even read it??? It's about the military ADMINISTRATION--you know, the military-industrial complex--not the soliders themselves!!

I'll be interested in hearing how you interpreted that. The statement was that the military brass and paper-pushers have been avoiding the dx of PTSD to get out of paying medical expenses for soldiers.

There is NO WAY I would ever diss our men, unless they did something awful to deserve it, and even then, there's military brainwashing to take into consideration (not the "official" kind that's considered brainwashing...). How did you come around to the article, and my reason for putting it up, being a comment on the men on the ground?

I HATE the military--not the men, those who run it. Yes, it can bring out the worst in some, but the guys on the ground almost all, in my opinion, went into the service people like you and I, however they come out...and they deserve all the help and support they can GET; ESPECIALLY that promised to them!

I have friends with PTSD; I had friends who went to 'Nam (via DRAFT, remember). I know how each one can affect you and it sickens me (nothing new) to see how our military uses them. This is just one more thing that makes me hate them.

But not the men themselves, gawd no!

If our government makes a promise to our soldiers (in this case being that they need only serve 2 years) then goes back on it?

WTF?

Two years my ass - try reading those buried in fine print, weasel worded contracts, Wulfie, cause it's more like EIGHT years, just that two of em are mandatory "active" and the other six are reserve, IF there's nothing goin on they think they need you for...

My original DD-4 Form contract was a little simpler, and plainly worded cause I knew the recruiter, who was keenly aware of my penchant for retaliation, and there were other factors involved which no one wanted "on the record" then or ever - and they did violate that contract in the end, which is part of the reason they couldn't do jack shit when I flipped em the bird and walked, although their own reaction was the simple refusal to let go, in part because to do so would allow me to would open them to a lawsuit for what they technically owe me...

Yes, technically I've been I.R.R. for twenty years, and still happen to be so, which means in the event of civil unrest or natural disaster or whatnot I am supposed to respond with whomever useful I can round up from the civvies and local militia, who are for the most part pretty decent guys - dunno about the civil unrest part of it, but I'd trust them to assist in search and rescue, or laying down sandbags to stave off a flood.

Thing is, neither side is willing to argue the point, they can't either boot me or activate me without dragging a shitload of skeletons out of the closet in a damn congo line, nor can I make an official issue without them hauling my own skeletons out for a dance party, so there it is - I might not have any loyalty to any government or administration, but to this county, it's people and it's principles, that ain't even a question and they know it.

All that said, given the nature of military service itself, excuses and justifications aside, I *DO* consider it an indictment on someones character if they are willing to sign on the dotted line cause it comes right down to the simple fact of what armies and their purposes ARE.

That, in combination with the simple fact that this Gov has never once held up it's end of the deal towards the troops since the civil fuckin war, if even then - leaves me with not a lot of sympathy for the guys on the ground neither, you understand ?

Yes, the Gov owes em, but they signed a contract with a party that has a long and unbroken history of not holding up its end, took the money and orders from administrations I consider hostile to the american people and often obeyed orders that were unlawful, illegal and in direct contravention to their Oath of Service, which to me, makes me the triggermen of tyranny.

Furthermore they signed NO contract with ME whatever - *I* "owe" them NOTHING.

Which is exactly what they'll get from me.

On that note, Levin got himself a pie in the chops recently over all this mess.

I think charging people for that is kind of asinine, since using a pie is a statement that someone DID NOT wish you harm cause if they did it would not have been a pie - and if you signed up for political office the risks of having shit thrown at you are IMHO, part of the damn job.

Hell, I even had a prepared statement when I was with my former townships city council in case that happened to me, pointing out that if folk had that kind of issue and wanted my attention that badly, why not GIVE me the damn pie, waste not, want not, and I'll pay a mind to your concern while having a slice with lunch, neh ?
