When it came to Vietnam, the war wasn't winnable, and would never have been, no matter who was in charge. And military brass can be just as deluded about the use of force, like General Curtis LeMay. Just because you put the military in charge doesn't mean you're going to get the result you want. In the end, you need both clear-headed military brass to figure out the means and estimate the costs, and a clear-headed president to decide if the objective overall benefits our interests. And when you're dealing with the military-business-surveillance network, that exists to expand its power and profit, you're probably not going to get clear-headed military brass. If all you have is a hammer, and all you want is a bigger, shinier hammer, then everything for sure will look like a nail.
