I am reposting Signy's excellent budget question in a new, cleaner thread.

(Focus on Defense, Nonaggression policies)
Homeland Security $1.50
(Fed Law Enforcement/border control minus prostitution/drugs)
(Includes .50 for passive Intelligence gathering/analysis)
Education $20
(Focus on tailoring education to student interests/aptitudes rather than universal benchmarks)
The environment $20
(Focus on sustainable use, protection of assets)
Infrastructural investment $20
(Trains, Planes, Power Plants, and Automobiles :-)
Debt Payment $30
Health: $1.50
Welfare: $1.00
Cash Reserves/Emergency Fund: $1

Health, Welfare, Emergency Fund to receive additional funding once Debt reduction milestones are reached. Emergency Funds to be capped at $100 and to remain untapped except for Emergencies)


2) If you could, would you like to buy into Medicare for health insurance at a slight premium over cost?

Yes. Just like how the Post Office used to work when it was solvent. Cheapest way to send a letter.

3) Social Security is solvent for now. Would you rather make minor changes to the program to continue projected solvency for the foreseeable future (roughly 75 years?) Or would you rather privatize the program?

My plan would probably require disbursing currently collected Social Security funds back to the citizenry in proportion to investment and remaking the program at some future point when the debt is reduced. Citizens will meanwhile be encouraged to fund their retirement privately and to be charitable to one another.

I think to make this clean I should grab a list of expenditures from the REAL budget, and also allow add-ons (perhaps ppl want a different program altogether, and it can't be shoehorned into an existing category)

So, here are the categories, followed by the percentage of the budget which is "mandatory", and the percentage of the budget which is "discretionary". For example, National Defense mandatory spending currently accounts for 0.31% of the total budget, but discretionary defense spending accounts for 54.45% of the total budget.

So, let's see if we can work within these categories, but tell me how you would like the spending prioritized and category details:

Energy $7- home and business energy conservation programs, investment in renewable energy, research into energy technology, conversion of transmission lines to more efficient lines, etc.
Natural Resources and Environment $7- This should include things like wetlands restoration, barrier island restoration, forest rehabilitation (eg forest managment), etc.
Agriculture $2- Crop insurance, and loan programs. A maximum amount for any particular farm, enough to benefit family farms, a piddling amount for corporate farms
Commerce and Housing Credit $2- Actually, I would like to see direct homeowner loans
Transportation $5- Including interstate railway, mass transit, roads and bridges
Community and Regional Development $5- pass-through funding for infrastructural
Education, Training, Employment and Social Services $10- direct pass through to elementary, junior and high schools, trade schools, and adult education
Health $10 -FDA, CDC, NIH
Income Security (unemployment benefits) $10 -half of current
NEW CATEGORY: Industrial redevelopment $10
Veterans Benefits and Services $5
Administration of Justice $5
General Government $2
Net Interest $10
Paydown of debt $19

Now, since Medicare and Social Security are SELF FUNDED, they belong elsewhere

Medicare $25- more than current, SELF FUNDED

I like the idea of emergency reserves. Something unpredictable always comes up. You can't predict what, when, and where, but the laws of average guarantee that somewhere, sometime, shit happens.

Thank you. I try to do this in real life. Whenever I get a financial boon, I put some into savings for the inevitable "Oh crap" occurrence.

The funds rarely last from one year to the next, such is the regularity of Crap. ;-)

Might want to check this, since the discretionary and non-discretionary percentages add up to about 200%.

If you could cite a source for this...

ETA: Looks like the first figures are the percentage of the total 'mandatory' budget, and the second figures are the percentage of the total 'discretionary' budget.

So totaling both figures for one line would not give you the total percent of the overall budget.

I know this table has different line items, but it seems to reflect total budget allocations for 2012 correctly.
