I'm all for this. I always was.

But something in this article gave me pause...

Quote:

Though the legislation is supported by the White House, the fate of a vote in the House of Representatives is less certain at the moment, given a lack of universal support among Republicans in that chamber as conservatives have pushed back over a provision related to digital currency. Still, the House passed its own, different version of the same bill last month, with 390 members in support of it.

Well... What does that mean?

(It turns out, it's the exact opposite of what I thought it meant...)

I thought for sure after reading the initial story and seeing the above underlined sentence that the Senate just passed a pro-CBDC policy, but it turns out that the exact opposite is true and it's the House that may not pass this bill because of that.

Now... I haven't actually seen any proof that Republicans in the house are for CBDCs or that they will vote no on the housing reform bill because of it other than these few articles making that claim, but that's a big deal. I really hope that they're not willing to tank a great bi-partisan bill passed in the senate over it, and I REALLY hope that they're not in favor of digital currency taking over the physical USD.

Since I can't currently find an article laying out everything about the CBDC portion of the Housing Bill, I'm going to post what Google A.I. had to say about it. But keep in mind that it's Google A.I. and the three articles they cite to the right of the explanation appear to be crypto-related sites themselves, and they're all sites I've never even heard about until just now ("Financial Business Outlook", "Payment Expert", "Byte Federal" & "unchainedcrypto.com"), so I would take that with a grain of salt until we find out more.

According to Google A.I., however, the House Republicans are right and are looking for a PERMANENT ban of CBDCs, rather than a 4 year ban. I have not found an article offering any proof that this is the case, but if it is the case, the Senate bill should not go forward and the House Bill should.

Google A.I.'s response to the query: "digital currency provision in housing bill explained"

As of March 2026, the U.S. Senate passed a major bipartisan housing bill—the
21st Century ROAD to Housing Act—which includes a significant provision temporarily restricting the Federal Reserve from issuing a Central Bank Digital Currency (CBDC), or "digital dollar".

The provision, added to the 300+ page bill, aims to address concerns regarding financial privacy, government surveillance, and the potential for a government-run digital currency to restrict purchasing habits.
Here is an explanation of the digital currency provision within the housing bill:

1. What the Provision Does

Temporary Ban on CBDC Issuance: The bill prohibits the Federal Reserve from creating, issuing, or testing a retail central bank digital currency (a digital dollar available to the general public) until at least December 31, 2030.

Blocks Indirect Issuance: The restriction prevents the Fed from issuing a digital dollar indirectly through intermediary financial institutions (such as commercial banks).

Limits "Substantially Similar" Assets: The language is designed to prevent the Fed from launching a digital asset that mimics a CBDC, even if it is named differently.

Permits Continued Research: While actual issuance is blocked, the Fed is not prohibited from conducting technical research and development into digital currency technology.

2. Exceptions and Scope

Does Not Ban Private Cryptocurrencies: The legislation does not prohibit private-sector, dollar-denominated digital currencies (stablecoins) or decentralized assets like Bitcoin.

Focus on Retail, Not Wholesale: The ban primarily targets "retail" CBDCs—those available to individuals—rather than "wholesale" digital tokens designed for interbank settlement.

3. Why it is in a Housing Bill

The CBDC ban was added to the "21st Century ROAD to Housing Act" through a bipartisan amendment pushed by lawmakers concerned about government overreach, particularly House Republicans.

Legislative Strategy: Attaching controversial financial policy to a "must-pass" legislative package (housing supply) increases the likelihood of the ban passing the full Congress.

Political Compromise: The Senate passed this with a 89-10 vote, showing strong bipartisan consensus on pausing a digital dollar while focusing on housing affordability.

4. Current Status and Outlook

Senate Approval: The Senate passed the bill, but the House of Representatives has already passed a different version of a housing bill earlier in 2026.

House Disagreement: The Senate-added provision represents a temporary pause (until 2031), while many House conservatives have demanded a permanent ban.

Uncertain Future: The bill must survive conference negotiations to reconcile the differences between the House and Senate versions.

The White House has expressed support for the overall housing package, highlighting the inclusion of the temporary CBDC halt as a protection for personal privacy and liberty.
