So maybe

1. The Russians went to another set of solar systems.

2. The Russian generations ships are still coming. They left later or had trouble. Surprise…they show up.

3. The Russians never left Earth.

4. The Alliance sabotaged their ships. Maybe that is how they became the Alliance.

5. Maybe a natural disaster happened and all generations ships were harmed and the only ones to survive were the ones who worked together…the Chinese and the Americans…forming the Alliance.

The Russians I feel are gone, they faded away like Lost Greek, Lost Arab Empires. the USSR, CCCP, the Russian fades as a 'subject' in scifi after losing the Moon-Race vs NASA and certainly fade again after Chernobyl.
Russian Slavic USSR culture and 'super science' it still has feats in those old Marvel/DC cartoons, it features in old scifi from the 60s and 1970s. The Super Science and Super Empire feats of the Soviet are part of the old 007 Bond movie culture.
A lot of people believe Gene Roddenberry's original Klingon culture in Star Trek was somewhat Soviet culture inspired.

Once the 80s and 90s came people thought it would be Japan that takes over the world through economics and tech, movies like Blade Runner and Akira and the Cyberpunk aesthetic.
but slowly the 'Japanese Bubble Burst'
Then it was China people watched, Joss was probably ahead of the curve predicting the Chinese culture would grow so powerful.
