Ok, so it's a 1990 episode, "Kiss the Girls and Make Them Die", Episode #66210.

Stumbled upon it at 6:30 PM Central time... wasn't even watching it, but I recognized the voice right away. checked the cast, sure enough, Richard Brooks was there. Pretty big part, actually. Seems like a regular cast member.
