It's really simple - Fox Broadcasting Corp and 20th Century Fox are different companies (uhm, technically).

The network (FOX) broadcast Firefly and nobody watched it. They lost millions. This is partly FOX's own fault.

The studio (20th) then released it on DVD (amusingly, they originally didn't want to release it on DVD, by the way). 20th have obviously then made multi-millions on it.

In summary, it's about business. No other networks (NBC, UPN, Sci-fi) would pick Firefly up.

Indeed, both Universal Home Entertainment and 20th Century Fox Home Video have accountants who track all this stuff.

They know exactly how much the DVDs making, down to the last dollar.

I will also be really blunt here - there is absolutely no point (at all) campaigning to FOX.

However - Universal, that's a different story. Don't rule Universal out.
