Check the archives, this has been discussed many times. Much better theories than I have! I think he was an operative - on the same arc as the Operative in the BDM.

Others think he was high military.

Operative...definitly an operative. Well not definitly, but it all fits. He knows so much about crime, and the Alliance patching him up, and somehow losing his belief and finding God to believe in. It all works (I'm sure this has been discussed on another thread, just restating)
