This is also borne out by Kaylee remembering it. She's quite young, early twenties at most. If it had taken place ten years before the unification war Kaylee would be what, between 4 and 8? It's unlikely she'd remember "calls for people to settle on Miranda" from that age. Do you remember what adverts were on TV when you were 4?
