Has anyone ever revealed what the shock device he used on the scientists in the beginning of Serenity is called?

I believe it's a non-lethal version of a "bouncing betty", which is a grenade trap which, when triggered, shoots a live greande with a very short fuse up to about head height, where it explodes. I think Simon had a "stun grenade" which was launched from his baton and stunned anyone caught in it's horizontal field.

Good thing all those bad guys were the same height, wasn't it?

So who is he?

It is most likely just a stun grenade on a mini launcher thing. Maybe a moderfied version of Alliance military issue stun grenade. Simple to use just hit the bottom the grenade shoots up and "stuns" anyone around. A very shiny device

A bouncing betty isn't a grenade that pops up, though it is similar. The explosive charge that pops up (approx. 1 meter) focuses its explosion in a relatively flat 360 degrees. This is the reason why it can (and often did) cut people in half.
