To be fair the problems we are decrying began long before NCLB. Not defending NCLB per se as it is a deeply flawed bit of legislation but schools were trimming away at the important arts stuff long before it was a gleam in any elected officials eye.

So I was watching Dr. Horrible's Sing Along Blog again and I was hit with a stunning revelation. While Penny talked about her date with Captain Hammer Billy was driving a SPORK into his leg, Dr. Horrible is trying to join the Evil LEAGUE of Evil, and in the final confrontation people were drawn to the press conference like LEMMINGS to water.

Do you know what that means? Mutant Enemy are totally shouting out to our little thread!

My best guess, and it is only a guess, is that it was originally something like, "All in. All in. All come free," but that over time the chant changed to the form it's heard in now either because it was easier for kids to scream or because it sounded funny or some such. That or there was this one kid named Ollie whose family had a brace or two of oxen (for plowing the fields or whatnot) Only he was really good at hiding and the oxen often got out of the barn leading to the potential for trampling so when the kids were playing hide and seek and the oxen got loose the other kids all had to start screaming "Ollie, Ollie, the oxen are free." so old "hard to find" Ollie didn't get trampled to death.

Also Lizzie Borden was in fact acquitted. Plus if you follow the generally accepted time line for the crime she would have killed her father and then her stepmother not the other way around as the rhyme alleges. Or that's what I remember hearing once.

All in becomes Ollie when you drop the N. All come becomes oxen when "allc" is ground down to ox and "ome" gets slurred to en. Free remains free.

When playing the game of hide and seek if the seeker is unable to locate the hiders after a reasonable time and wants to just give up they use that chant. I should think it's fairly obvious what those words mean in that context, "You can come in now I've stopped looking"
