Sorry if this has been discussed before. Are the 3 scripts Fox asked for in addition to the original 13 episodes. If they decide to shoot the scripts that would make it 16 episodes. Is this correct?

Yes (though Serenity counts as 2). But given the ratings, I'd be surprised if the three additional scripts get made. Fox wants to keep open the option of picking the show up, but they would really need some concrete reason to do that, and the ratings just haven't given them that.
