You can buy land in Hawai'i just like anywhere else, FG. In fact, we bought our acre from some Japanese investors who had never even seen the land, more's the pity. That spot is in Hawai'ian Paradise Park, about 20 minutes down the road from Hilo, the biggest city that side of the island (which has a WalMart and a mall, but still manages to have a very small-town feel). However, HPP doesn't have many paved roads; what you see is graded volcanic earth, which does alright; there's a paving program going on, but it'll take time to reach every side street. Our real-estate agent was Denise Nakanishi: http://nakanishid.homesandland.com/index.cfm She and her daughter, Mealoha, took excellent care of us, a year ago August, and I highly recommend her. If you're interested, I can also suggest some books you might want to read about living in Hawai'i; there are a lot more factors than just cost of living, and not everyone finds island living to their taste.
