Well, I understand that this is the internet, which means that sites can and do misrepresent themselves, or even out and out lie. On the other hand, I'd like to not paint everyone with the same broad brush if it's not deserved. From their Privacy Policy, they say:

Top Dog City currently does not require registration to browse or add content to our Website. This may change at any time in the future and will be advertised via the Home Page. Top Dog City collects your e-mail address via the Brick Application Form only. Your e-mail is used for the purposes of monitoring the volume of Brick Applications from any given individual. The e-mail is the only form of identification we use to monitor applications that should not exceed 4 per building.
Top Dog City will also use this e-mail in order to communicate - once annually - of the League results (usually in April). We will also use the e-mail as a means of notification if you are a winner of any prize. Top Dog City will not communicate with you for any other reason. We do not support SPAM in any form and we will not sell or rent your e-mail to a Third Party.

It would be fair if you have other information that contradicts this to share the specifics. Personally, I have posted with my work email that I use in very few places, and so far have received no SPAM.
