Well, this is what it's done:

"Patterns of Global Terrorism -2003
Released by the Office of the Coordinator for Counterterrorism
April 29, 2004

The Year in Review

There were 190 acts of international terrorism in 2003, a slight decrease from the 198 attacks that occurred in 2002, and a drop of 45 percent from the level in 2001 of 346 attacks. The figure in 2003 represents the lowest annual total of international terrorist attacks since 1969...."

A big thank you to the military personnel of the USA. By stepping in harm's way, you have made the world a safer place for the rest of us. Your sacrifices will NEVER be forgotten.

"You didn't have to wound that man."
"Yeah, I know. It was just funny."

This does not include terror attacks in Iraq. International terror attacks have dropped because there are so many westerners/western sympathisers conveniently close to home they can kill instead

"Just what has this war on terror done, anyway?"

Good Question. That state report was WRONG.

Powell: Terrorism Report a 'Big Mistake'
Sun Jun 13, 2004

/powell_terror_report_1

"A State Department report that incorrectly showed a decline last year in terrorism worldwide was a "big mistake," Secretary of State Colin Powell said Sunday.

"There's a new terrorist threat information center that compiles this data under the CIA. And we are still trying to determine what went wrong with the data and why we didn't catch it in the State Department," Powell said Sunday.

"It's a very big mistake. And we are not happy about this big mistake," he added.

"But based on the data we had within the report, there was a suggestion that the number of incidents had dropped and it was the lowest since 1969," he added. "That turns out not to have been correct. We were wrong. We will correct it."

PEACE

Yep, many red faces at the State Department. I, for one, am willing to believe that it was an honest mistake and not election-year manipulation. 2003 was, in fact, one of the worst years for terror ever.

On the wider question, we've made progress; Al-Qaeda has been scattered and disrupted. But, imo, the focus on Iraq actually distracted us from the central goal of destroy terror networks, as well as ratcheting up the temperature in the Middle Wast and providing recruiting fodder for the terrorists. If this effort is a war, then as far as I'm concerned the war in Iraq (to employ WWII as a metaphor) is Italy (or maybe even the Aleutians), a sideshow, and we have yet to land in Normandy. Also, we still have tremendous deficits here at home in terms of providing for first-responders, etc. And as far as I can tell, we're not doing a whole lot to address the central reasons why radical Islam is making headway among Arab peoples-- lack of true development, authoritarian regimes, and so on. We're still playing footsie, for instance with the House of Saud, and at some point we are just going to have to rethink that position.

On the whole (to use another WWII metaphor) I think it's 1942 and we're still trying to figure out how best to get into the fight.

Oh, bugger! Now I have to wait for someone to wake up!
