It makes sense that Universal would want to wait to see what sales are like for the DVD through the end of the year and perhaps the first quarter of 2004 before they make a decision. To Mal, Serenity pretty much is his world. I think Joss is being much more metaphorical than literal, even if he's telling the truth.
