Am I talking to myself? Every potential that the Council could identify ahead of time was assigned a watcher to train her. Many still slipped thru the cracks, and Buffy was one of these--the Council didn't find out about her until after she had been Called...

Sure, the first ep of Buffy does have Buffy meeting Giles for the first time, BUT she does make reference to happenings in the movie. If memory serves, that watcher died. So, Giles would have been her replacement watcher."
